Officer, (907)271-5845 This is notice of the Government's intent to
solicit and negotiate with only a limited number of sources in
accordance with FAR 6.302-1 (49 U.S.C. 40110 (b)(2)(E)) for a period
not to exceed one year for A/E services for Environmental Compliance
Activities in the Alaskan Region. The FAA currently has two contracts
for these services. These contracts are due to expire in June and July
of 1995. The FAA Alaskan Region is currently in the process of
obtaining replacement contracts via formal source selection procedures.
This was published in the CBD on 1/26/95. In order to avoid a
disruption of services, the Government intends to negotiate only with
Ecology and Environment, and Harding Lawson and Associates to provide
these services until such time as new contracts can be awarded and the
selected contractors are mobilized and ready to provide the required
services. Services include but are not limited to investigation of
potential and known hazardous substance spills or releases; hazardous
and non-hazardous materials removal; packaging, remediation,
transportation, and shipment for disposal; air, soil, and water
sampling and analysis; geologic and hydro- logic studies; ground water
well installation, and monitoring; health and safety plan preparation
and monitoring; underground fuel storage tank removal; and report and
plans preparation in accordance with regulatory agency requirements.
A large percentage of the sites are in remote locations with no road
system. Knowledge of the existing requirements is indispensable, as the
work involved in the extension of this requirement is time-critical.
Interested persons may identify their interest and capability to
respond to the requirement by submitting a qualificiations statement.
This notice of intent is not a request for competitive proposals.
However, all qualification statements received within 45 days after the
date of publication of this synopsis will be considered by the
Government. A determination by the Government not to open the
requirement to competition based upon responses to this notice of
intent will normally be considered solely for the purpose of
determining whether the capability exists to establish an office, to
mobilize on short notice, and for a short duration. No solicitation is
available. Unsolicited proposals are not desired and cannot be
accepted. The FAA will not pay for any information received nor for any
administrative cost incurred. Telephone inquiries will not be accepted.
Telegraphic responses will not be accepted. A determination by the
Government not to open the requirement to competition based on the
response to this notice is solely within the discretion of the
Government. Respondents will not necessarily be notified of the results
of the evaluation. Responses to this notice should be sent to the
