The Government intends to issue a Draft Request for Proposals (DRFP) to industry for comment on its requirement for nonpersonal information management services to support the Test and Experimentation Command (TEXCOM), Ft. Hood, Texas in its testing, experimentation, and evaluation mission. This solicitation will be 100% set-aside for small-business. The contractor will be required to provide the personnel and materiel to render Federal Information Processing (FIP) support services in support of the Information Mission Area (IMA) requirements. Support includes network management, including WAN/LAN management and satellite communications; information systems management (database administration, system programming, backup/recovery, MIS); customer support including providing training and help desk operation; analysis/programming services to include modeling and simulation; control of Government Furnished FIP resources (configuration control, property accountability, maintenance, equipment relocations); and audio/visual services. Industry is hereby advised that many services currently provided under contract MDA-903-90-D-0010 with Maden-Tech Consulting, Inc. are included in this solicitation for FY97 forward. Optional services to be provided include records management, printing and publications, and voice communications. The period of performance is from 01 Jan 96 through 30 Sep 96, with provisions for four one-year options. Approximate issue date of the DRFP is 22 Mar 95. Interested parties must request the DRFP in writing. A pre-solicitation conference will be conducted at Fort Hood, Texas, approximately three weeks after release of the DRFP. In preparation for the conference, interested parties are requested to provide written comments and questions within 10 working days after release of the DRFP. Final industry comments must be received in writing not later than 30 days afte release of the DRFP. Issuance of the final RFP will not be re-synopsized. The final RFP will be issued to all parties that request the DRFP, unless they affirmatively request to be deleted from the bidder's list. Telephonic requests for the DRFP will not be accepted.
