DUE 040395. POC James Brewer 214/980-2188, ext. 287. Notice to Subcontractors for a Request for Proposal (RFP) for the RSR Corporation Superfund Site Expedited Response Action (ERA). A two-step bidding process will be used for selection of subcontractors for the work at the abandoned secondary lead smelter and battery wrecking facility at 2820 North Westmoreland Road, Dallas, Texas. The Contractor is CH2M HILL and the project is funded by the U.S. EPA under U.S. EPA Contract No. 68-W8-0040. The project includes the removal and off-site disposal of approximately 606 waste storage drums and contents, 142 empty drums, 72 residual waste/debris piles, and 54 laboratory chemical containers and chemicals. The estimated cost of the ERA ranges from $1,000,000 to $2,000,000. Step 1 of the two step bidding process will consist of a submission of a technical proposal for interested subcontractors in accordance with the RFP. Step 2 will consist of a submission of a Lump Sum - Fixed Price bid to perform the Work. Evaluation will be based on the lowest responsive and responsible bid price. The documents for each step are to be submitted simultaneously, but each are to be sealed separately such that Step 1 documents can be opened and reviewed without opening Step 2 documents. The sealed bids in Step 2 will be opened only for those technical proposals determined to satisfy the minimum criteria. A mandatory pre-proposal meeting will be held at the West Dallas Multi-Purpose Center, 2828 Fish Trap Road, Dallas, Texas 75212 on March 6, 1995 at 2:30 p.m. Those not attending this conference will not be eligible to submit proposals as a prime subcontractor. The complete set of subcontract documents will be made available only to those attending the mandatory pre-proposal meeting. Information on a site tour to be conducted on Thursday, March 9 will be provided at the pre-proposal meeting.
