The National Biological Service intends to negotiate with Mark Damien Duda and Associates, Inc., BDA Responsive Management, 245 East Water Street, Harrisonburg, VA 22801 for services needed to survey and analyze the biological and ecological science needs of key natural resource agencies within the 50 States including: species, population and ecosystems; inventory, monitoring and analysis, and research, modeling and projections. A document describing the latter will be produced. The contractor is recommended by virtue of its experience and in developing Responsive Management which is designed to assist fish and wildlife agencies to better understand and work with their constituencies. Mr. Duda holds the copyright to Responsive Management. The statutory authority applicable is 41 U.S.C. 253(c)(1) as set forth in FAR (48 CFR) 6.302-1(b)(1) a unique capability to provide the particular services. See Numbered Note 22. (055)
