The Manned Flight Simulator (MFS) at the Naval Air Warfare Center
Aircraft Division, Patuxent River, MD requires engineering and
technical services for the support of the MFS.---- BACKGROUND: Test and
Evaluation (T&E) of aircraft and onboard aircraft avionics systems has
traditionally been accomplished almost entirely through flight and
ground tests. Due to the rise in both the level of integration and the
degree of complexity of modern airborne weapons systems, the cost of
conducting conventional tests has escalated. Also, the training
required for modern aircraft has increased. To counter the rising
costs, increased training requirements and limited flight hours
available, an alternate method of obtaining flight test results had to
be developed. The MFS was designing to fill this need. The MFS
facility enables engineers and pilots to fly scenarios and train
personnel more effectively and at a lower cost than traditional
in-flight methods. With a tightly coupled network of aircraft cockpits
and crew stations, it is a full flight and avionics system simulation
facility that can support all categories of military aircraft. The
effort to be solicited provides for a base year and four options years
of support for the MFS.---- GENERAL TASK LISTING: The required
services include but are not limited to those listed here: (1) Program
Management including (a) Review, analyze, revise and update MFS
program documentation, (b) Provide support to establish, develop and
maintain a Systems Development Management Program using a Capability
Maturity Model for software, (c) Produce and update
documentation/presentation materials such as view graphs, brochures and
other briefing material. (2) Engineering/Technical including (a)
Perform design studies of aircraft simulation hardware, software and
documentation, (b) Perform engineering design, manufacturing,
fabrication, development, installation, integration, testing, upgrade,
analysis, operation and maintenance of Simulation Cockpits, Portable
Simulation Cockpits, Minicrew Stations, Aircraft and Lab hardware,
software, interfaces, data capture and analysis systems, data
presentation systems and documentation, (c) Investigate, evaluate and
propose new systems and upgrades/ modifications to existing MFS
resources which would increase capabilities, efficiency reliability and
cost savings, (d) Develop, integrate and maintain avionics, aero and
tactic models for the MFS. (3) Simulation including: (a) Design,
develop and integrate the necessary hardware to allow the MFS to
participate in joint simulation exercises that use the Distributed
Interactive Simulation (DIS) Protocols, the Distributed Simulation
Internet (DSI), direct T1 lines or any other method that may be
required. (b) Perform the same as (a) above for software. (c) Design,
develop and integrate visual databases for the GE Compuscene IV Visual
Image Generator, the GE PT2000, the Evans and Sutherland ESIG 2000 and
Liberty 400 and the Silicon Graphics Onyx. (d) Develop and maintain
software necessary to meet the MFS needs. This includes but is not
limited to the Instructor Operator Station software, Simulation tools,
DIS, AYK and TACTS. The software shall be written in ADA, FORTRAN 77
or other languages to be specified. (e) Perform, evaluate, document and
maintain hardware and software configuration management on MFS
resources. (4) System Integration including: (a) Design, develop,
fabricate, update, modify, operate and maintain necessary hardware and
software to allow the MFS to interface effectively with other
laboratories. (b) Same as (a) above but to allow various subsystems
internal to MFS ensure efficient and accurate aircraft simulations and
scenarios representing realistic combat environments. (5)
Operation/Maintenance including (a) Operate, schedule and maintain the
MFS, lab stations, computer network, computer configuration management
system(s), data bases and program resources tracking system. (b)
Operate and maintain MFS instrumentation, simulation equipment,
software, test equipment and interfaces. (c) Move equipment, cables and
other components required to operate and maintain, fabricate, modify,
repair and upgrade equipment. (d) Operate, schedule and maintain lab
stations, crew stations and portable simulators that are located
outside the MFS facility. (6) Material: Provide all incidental
materials, parts, tools, components and subsystems necessary to
manufacture, fabricate, operate, maintain or complete any requirement
of this solicitation. (7) Non-Technical Support including: (a) Install,
modify and maintain building equipment. (b) Provide vehicle operator
and material handler to transport, move and pickup miscellaneous
equipment and materials of all kinds. (c) Provide administrative
assistance/receptionist to monitor and coordinate access to and from
the MFS facility.---- LABOR CATEGORIES AND ESTIMATED LEVEL OF EFFORT:
The following list covers the Level of Effort for the Base Year. These

Illustrator, 2,000 hours; (31) Administrative Assistant, 2,000 hours;
(32) Purchasing Specialist, 2,000 hours; (33) Reproduction Typist,
2,000 hours; (34) Mechanical Technician, 2.000 hours. The total
estimated Level of effort for the Base Year is 100,000 hours, the total
for the entire effort options inclusive is 500,000 hours. These
estimates and requirements are preliminary only and are subject to
change, either in the final synopsis and/or the solicitation. The
proposed solicitation is being considered as a follow-on, 100 percent
set aside for Small Business concerns. The Standard Industrial
Classification (SIC) Code for this effort is 8711. Interested Small
Business Concerns should indicate interest by providing to this
contracting office, evidence of their capability to perform and a
positive statement of their eligibility as a small business concern.
This is not a Request for Proposals. The information should be relevant
to the technical requirements identified above and should include
experience on previous projects and contracts in the required technical
areas. After the Government's review, a pre-solicitation synopsis will
be published with the specifics of the solicitation for this
