Depot is issuing a solicitation for operation and maintenance of the
central boiler plant--anticipated contract term is a base period with
option for four additional periods-- the contractor will be responsible
for providing all necessary management, supervision, labor, quality
control, clothing, safety related gear and some materials to operate
and maintain the central boiler plant and the coal handling system at
Tobyhanna Army Depot--the central boiler plant which is located in
building 22 services 36 buildings on the east side of the depot and
consists of four boilers each with a capacity of producing 61,000 lbs
of steam per hour, each rated at 1768 H.P.--all boilers are coal fired
and operated by a traveling grate stoker; boilers are equipped with a
pollution abatement system which has its own control panel for
operator monitoring and controlling of system functions--boiler water
treatment consists of four chemical pumps and a boiler feedwater
dearating tank-- boilers are equipped with oxygen analyzers and opacity
meters, boiler control equipment and soot blowers; sifters are located
in air passages of the fire box--boilers have either electrically
operated or steam turbine-driven operated auxillary equipment--they are
equipped with a bottom ash removal system consisting of a vacuum pump
system with standby steam ejection facilities to move bottom ash from
the boiler ash pits to the silo--coal handling equipment consists of:
coal elevators, coal storage bunkers, flytes and a coal
scale--additional responsibilites include: monitoring and documenting
system operation such as greasing bearings, checking valves, and
monitoring water levels; reporting equipment malfunction and failure;
monitoring boiler water treatment; movement of coal from the pile to
the stokers; etc.--equipment and coal required for operation will be
government furnished--equipment repairs will be performed by the
government--plant must be operated 24 hours per day for the entire
heating season which generally runs from 1 Oct through 15 May; from 1
to 3 boilers must be operated at any one time depending on demand;
responsibility for summer operation is to be determined--in accordance
with FAR 7.303(b)(1) and 5.205 (e) the government's requirements for
these services are being announced to identify the availability of
private commercial sources who are technically capable and interested
in providing such services --the solicitation will include the clause
FAR 52.207-2 Notice of Cost Comparison (negotiated) (Feb 1993); this
solicitation will not result in the award of a contract if government
performance is determined to be more advantageous-- potential offers
should use DAAC71-95-Q-0001 when requesting a copy of the
solicitation-- approximate issue/close dates are 15 Mar/17 Apr
95--although this solicitation is unrestricted, potential offerors are
requested to identify their business size when making a request--SIC
is 8999/$5million--all responsible sources may submit a proposal which
