Y -- CONSTRUCTION OF NAVY EXCHANGE (NEX) DISTRIBUTION CENTER, NAVAL STATION, PEARL HARBOR, HAWAII SOL N62742-95-R-1305 DUE 051695 POC C. Hagey (808) 474-5510, Adele Murakami, Contract Specialist This is an informational synopsis only. The Navy intends to contract for the construction of NEX Distribution Center, Naval Station, Pearl Harbor, Hawaii. The procurement will be awarded at the lowest price from the offeror who submits a technically acceptable proposal. The scope of the project includes but is not limited to the design/build of a Distribution Center, a 160,000 square foot building, consisting of 100,000 square feet of racking at 28 foot stacking height, a 15,000 square foot mezzanine with elevator and stairway, 10 loading docks, 3,000 square feet of chilled and freezer storage, 3,000 square feet of administrative office area, and other spaces and features. Building systems consist of 20 tons of air conditioning, plumbing, electrical (including emergency power), fire protection and security-CCTV. The project also includes related supporting structures (sewer relocation and other utilities work, pavement, etc) and site improvements. Demolition of approximately 100,000 square feet of concrete slab and excavation of approximately 14,000 cubic yards of material. Tentative schedule: RFP issued on 3 April 1995, proposal received on 16 May 1995, and award on 31 July 1995. The following will be provided to the proposers: 1) Architectural concept drawings consisting of floor plan, building section and exterior elevations; 2) Complete civil and electrical site design (beyond the 5 foot line); 3) Technical specifications for materials and quality of construction. (Note: Contractor will be required to provide complete design for the facility within the 5 foot line). Proposed criteria to determine technical acceptability are: 1) Design team qualifications including registered professionals with recent specialized experience in the design of similar facilities; 2) Construction team qualifications including the completion of one project with a minimum are of 50,000 square feet using the building system proposed for this project and the completion of one project with a minimum construction value of $10 million within 240 calendar days; 3) Proposed schedule (similar to critical path method) showing the sequence of events including the management of overlapping and sequential activities within the contract period of 240 calendar days; 4) Team organization chart identifying key personnel and their experience and qualifications with similar projects, lines of authority and responsibility to support the schedule provided; 5) Proposed building design submission including manufacturer of building system (if applicable), complete building design to include all professional calculations to support UBS requirements, completed building design from conceptual drawings to include architectural floor plans/interior and exterior elevations/sections/schedules, structural systems and details, mechanical/electrical/fire protection plans and details, specifications in CSI format to meet RFP technical provisions; and 6) Subcontracting plan for small/small disadvantaged business concerns, realism of subcontracting proposal based on past achievements.
