involves performing preventative maintenance, testing, and repairs of
environmentally regulated underground storage tanks containing
gasoline, jet fuel, diesel fuel, and heating fuel oil tanks on Fort
Lewis, Washington. Scope of project includes tank testing and testing
of related component systems at those frequencies required by
regulatory codes and standards; repairs of any tanks and their related
systems found deficient by tests, and scheduled and unscheduled
maintenance of tanks and their related systems. The contract is for a
four year duration years which includes one (1) base year and three (3)
Option years. Estimated cost of this project is between $500,000 and
$1,000,000. Proposed procurement listed here is being considered for
100 percent set-aside for small disadvantaged business (SDB) concerns.
Interested SDB concerns should as early as possible but not later than
15 days of this notice indicate interest in the acquisition by
providing the contracting office above, evidence of capability to
perform and a positive statement of eligibility as a small socially and
economically disadvantaged business concern. If adequate interest is
not received from SDB concerns the solicitation will be issued as
unrestricted without further notice. Therefore, replies to this notice
are requested from all business concerns as well as from SDB concerns.
Small disadvantaged business concern means a small business concern
that is at least 51 percent unconditionally owned by one or more
individuals who are both socially and economically disadvantaged or a
publicly owned business that has at least 51 percent of its stock
unconditionally owned by one or more socially and economically
disadvantaged individuals and that has its management and daily
business controlled by one or more such individuals. This term also
means a small business concern that is at least 51 percent
unconditionally owned by an economically disadvantaged Indian tribe or
Native Hawaiian Organization, or publicly owned business that has at
least 51 percent of its stock unconditionally owned by one of these
entities, that has its management and daily business controlled by
members of an economically disadvantaged Indian tribe or Native
Hawaiian Organization and that meets the requirements of 13 CFR 124.
Socially disadvantaged means individuals who have been subjected to
racial or ethnic prejudice or cultural bias because of their identity
as a member of a group without regard to their qualities as
individuals. Economically disadvantaged means socially disadvantaged
individuals whose ability to compete in the free enterprises system is
impaired due to diminished opportunities to obtain capital and credit
as compared to others in the same line of business who are not
socially disadvantaged. Concern means any business entity organized for
profit with a place of business located in the United States,
including, but not limited to an individual, partnership, corporation,
joint venture, association, or cooperative. The size standard is any
concern including its affiliates with an average annual sales or
receipts for its preceding three fiscal years not in excess of $7
