of Health intends to negotiate with Hewlett Packard, P.O. Box
7777-W8770, Philadelphia, PA 19175 as a sole source under the authority
of 41. U.S.C. 253(c)(1), for a Mass Spectrometer, Maldi-tof System
Bundel model number G2025A (install), including an Oscilloscope model
number LECR-9350M. The Mass Spectrometer System shall be as
manufactured in accordance with the functional/performance
characteristics herein as follows: The mass spectrometer shall have a
mass accuracy of at least + 0.3% for a protein of 50,000 mass units
when using external standards. The reproducibility of such proteins
shall be better than + 0.1%. The mass spectrometer shall provide a mass
detection range which shall extend to at least 300,000 mass units for
proteins. Shall provide from 50,000 to 300,000 mass unit sensitivity.
The mass spectrometer shall be capable of detecting low molecular
weight molecules such as dipeptides in a matrix containing salts and
buffers such as Tris. The mass spectrometer shall be capable of full
operation and calibration in the positive and negative ion modes.
Switching from one mode to the other shall be under software control to
allow for unattended automated runs. The mass spectrometer shall
provide for sample deposition resulting in even distribution across the
probe surface. Automatic operation shall include the ability to scan at
least 25 discrete regions of each sample target and then select the
optimum region for data accumulation according to criteria applied
laser power and of signal to noise ratio in the spectrum. The mass
spectrometer shall have the ability for suppression of matrix ions. The
mass spectrometer shall have a sensitivity signal to noise ratio of at
least 100 for 50 femtomoles of a peptide of about 6,00 mass units. It
is the Government's belief that these requirements can be met by
Hewlett Packard. This is not a formal solicitation. However, concerns
that respond to this notice must furnish concise responses directed
specifically to the requirements mentioned above. Sources demonstrating
the capability to accomplish the above shall supply pertinent
information in sufficient detail to demonstrate that ability to
perform. Information furnished shall include enough material to perform
a proper evaluation. Respondents will not be notified of the evaluation
