45433-7111 69 -- C-17 AIRCREW TRAINING SYSTEM TO INCLUDE MANUFACTURE, SUPPORT,
AND UT ILIZATION OF CONTRACTOR PROVIDED TRAINING DEVICE TO PRODUCE
''GUARANTEED'' AIRCREWS FOR THE C-17 AIRCRAFT POC Robert O. Davis,
(513) 255-7188, ext 453. C-17 Aircrew Training System (ATS). Sources
are sought to provide a total contractor training (TCT) program with
the result of providing to the Air Force students that are guaranteed
to qualify as crewmembers of the C-17 aircraft. This includes both
initial qualification and continuation training for each of the
positions (Loadmaster, Co-Pilot, Pilot, Senior Officer, and maintenance
engine run (MER) technicians). This will involve the management,
operation, logistic support and maintenance of the current C-17 ATS
devices which were designed and produced by McDonnell Douglas Training
Systems (MDTS) of St Louis, MO. The contractor will have to possess
the ability to manufacture additional C-17 ATS devices. The contractor
will also have to possess the ability to modify the existing and
future ATS devices for hardware, software and courseware changes as
needed to continue the guaranteed training of the Aircrews in the
latest configuration of the C-17 aircraft (concurrency changes). The
contractor will be required to support the guaranteed training of
sufficient students to meet the anticipated Aircrew requirements of a
minimum of 40 and a maximum of 141 C-17 aircraft. Aircrews are
currently assigned at the rate of 5.0 crews per aircraft. This
acquisition will award a Firm-Fixed Price contract in early CY96. This
contract will include annual firm-fixed price options for the
operation, maintenance and support (OM&S) of all fielded ATS devices
for years FY97 to FY05. This contract will also include options for up
to six additional ATS devices exerciseable individually during the
years FY96 through FY03. This acquisition will be a successor contract
to the current C-17 ATS contract (F33657-88-C-0029) with MDTS. The
C-17 ATS provides the total ground training for all C-17 Aircrew
members (Pilot, Co-Pilot, Loadmaster and Senior Officer) and
maintenance engine run (MER) technicians. It is contemplated that the
successor contract will substantially incorporate the features of the
current contract's statement of work, system specification and MDTS
developed subordinate specifications. The contractor will be required
to maintain an Associate Contractor Agreement (ACA) with the C-17
aircraft manufacturer, McDonnell Douglas Aircraft, Transportation
Aircraft (MDA-TA), to maintain the concurrency of the C-17 ATS with the
C-17 aircraft. This will be accomplished by the contractor's continuous
evaluation of all C-17 aircraft modifications and system improvements
and incorporation of relevant changes into the C-17 ATS through
concurrency contract and engineering change proposals. The contractor
will also be required to support the analyses, studies and design
changes associated with concurrency support of the C-17 aircraft
program's Producibility Enhancement/Performance Improvement (PE/PI)
contract with MDA-TA. The end results of the contractor's involvement
with the aircraft PE/PI program will be timely incorporation of
concurrency changes into the hardware, software, courseware and
logistics support package of the C-17 ATS devices. The awarded contract
may also include a requirement for the contractor to develop and
incorporate expansion, enhancement or replacement of the existing
visual databases, aural systems, or control loading systems.
Enhancements not associated with concurrency with the C-17 aircraft are
contemplated if the enhancement demonstrates a benefit of reduced
maintenance, operation or acquisition costs or expanded training
capabilities. The existing ATS assets will be provided to the
contractor as GFE on an ''as is'' basis. These will then be treated as
Government owned, contractor operated (GOCO) assets. Maintenance,
repair or replacement of these assets will be the responsibility of the
contractor pursuant to the OM&S portion of the contract. Transition
from the current contract to the new contract must not impact
government student throughput requirements. The contractor shall
continue to maintain the fidelity of simulator devices according to FAA
Advisory Circular 120-40 Phase II. The contractor shall hire, train,
and provide on-site instructors at each operating base location
sufficient to support student throughput requirements, plus a margin of
surge capability. Instructors shall be qualified according to
government requirements. The contractor shall provide on-site
Contractor Logistics Support at each operating location, and meet the
government's requirement for device availability. The system's Training
System Support Center (TSSC) and Training Management System (TMS) shall
be operated and manned by the contractor. The TSSC is currently located
at Altus AFB, OK. The contractor shall negotiate and implement an ACA
with the outgoing incumbent contractor (MDTS) to ensure overlap and
smooth transition of OM&S without negative impact to training
throughput or quality. The contract may require the contractor to
handle and store classified information up to and including Secret and
may require the contractor provide personnel cleared to handle such
material. Interested sources for this contemplated acquisition must
provide capability statements and include in their response, prior and
current performance. Include your experience in each of the following:
developing/modifying training curricula (including computer based
training systems), training device development/design and fabrication,
training device modification (with emphasis on aircraft /training
device concurrency and familiarity with upgraded modification
programs), management of training programs with a guaranteed student
throughput requirement, experience with the design and use of
computer-based training management systems, experience in management of
large numbers of students trained annually (state numbers), operation,
maintenance, and support of motion-based simulators with FAA Phase II
(level C) certification or better, adapting existing visual databases
for use in new devices, and experience in development of new visual
databases. Also include any other relevant facts which demonstrate your
capability to successfully perform OM&S of the C-17 training systems.
Respondents should indicate their business size under SIC Code 3728 to
enable a small business/small disadvantaged business determination.
Please advise if similar information has been provided to the Training
Systems Product Group within the past year, if it has, that submittal
shall suffice. Information in this synopsis is for planning purposes
only. It does not constitute an invitation for sealed bid or request
for proposal (RFP), nor is it to be construed as a commitment by the
Government. After screening the submitted capability statements, an RFP
may be issued to those sources which, in the opinion of the acquisition
agency, have the potential to successfully fulfill program
requirements. Responses shall be no longer than 30 double-spaced pages
in length, with up to 5 additional pages of diagrams, as offerors deem
necessary. General company brochures are of no value in this response.

The only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his/her concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman. Potential offerors
