The EPA, Office of Research and Development, Risk Reduction
Engineering Laboratory (RREL), Cincinnati, OH requires technical
support services in the conduct of research, development and evaluation
studies. These services are required to advance the state-of-the-art in
applying technological systems based on biological and biochemical
processes for enhanced environmental protection through (1) improved
treatment/control technologies, (2) in-place or in-situ management of
contamination and (3) waste minimization via biomanufacturing. The
specific work areas anticipated under this acquisition are: (1)
research, development, evaluation, and demonstration of pollution
treatment and control technologies and biomanufacturing processes; (2)
design, fabrication and installation of bench-, pilot-, and
demonstration-scale systems; (3) testing and evaluation of bench,
pilot, field, and prototype processes; and (4) engineering and cost
analyses. The primary focus of this acquisition is to provide technical
support to RREL in its research activities relative to minimizing or
remediating pollution in air; solid media including soil, sludges, and
sediments; and aqueous media including oil contaminated waters and
with biomanufacturing using waste materials. The personnel will
encompass a variety of engineering and scientific disciplines. Highly
competent and experienced technical personnel will be required in
conducting research, development, evaluation, and demonstration for
enhanced environmental protection through improved treatment/control
technologies, in-place or in-situ management of contamination and waste
minimization via biomanufacturing. The Agency anticipates the award of
a cost-plus-fixed-fee, level-of-effort term contract with a Base
period of 12 months, four (4) 12-month options to extend the contract
term. The base level of effort will be 14,000 direct labor hours with
options to increase the level of effort by 50% of the Base requirement
during each term of the contract. All responsible sources may submit
a proposal that will be evaluated by the agency in accordance with the
technical evaluation criteria specified in the RFP. For subcontracting
purposes, the SIC code for this solicitation is 8731 (size standard of
500 employees). When requesting an RFP, all firms should identify
their size and socioeconomic status as follows: large business, small
