C -- DESIGN OF WATER TREATMENT PLANT AMMONIA STORAGE, FEED AND MONITORING FACILITIES, DALECARLIA RESERVATION, WASHINGTON DC SOL DACW31-95-R-0049 POC Jean Petty (410) 962-2587 Architect-Engineer Services are required for Design of Water Treatment Plant Ammonia Storage, Feed and Monitoring Facilities. (herein after referred to as the ''Project'' are located on (a) the Dalecarlia Reservation, which is near the western corner of the District of Columbia at the intersection of the Maryland/District boundary line and MacArthur Boulevard, and on (b) the McMillan Reservation, which is in the center of the District of Columbia at the intersection of Michigan Avenue and First Street. This project supplies potable water in the District of Columbia; Arlington Virginia and Falls Church, Virginia. The average/ultimate design capacity for Dalecarlia is 180/240 MGD and for McMillan is 120/180 MGD. The major components will include but will not be limited to, ammonia storage facilities, feed and monitoring facilities, and treated water flow metering facilities. The A-E will be required too design and develop plans, specifications and bid documents, and provide Title II services to include review of shop drawings and site visits during construction. In addition, the A-E will be required to conduct a bench scale treatment study on chloramine. A-E firms with capability to provide geotechnical, structural, civil, chemical, mechanical, electrical, architectural, hydraulic, instrumentation and environmental engineering, as well as hydrogeology, cost estimating, ecologist, geologist, biologist, landscape architect and public affairs should apply. Firms and personnel specifically listed in paragraph 7 of the SF 255 must have demonstrated in depth knowledge of all Federal, State ARARs for the Commonwealth of VA and District of Columbia, environmental statutes, EPA and Corps of Engineers regulations. Firms should also have experience in submissions and presentations to National Capital Planning Commission (NCPC), Commission of Fine Arts (CFA). Selected firms may be required to provide additional consultants on a locality basis for topographical survey and mapping and geotechnical drilling and testing. However, these additional consultants are not required to be listed on the SF 255. The contract once awarded, may contain the following options: (1) Preparation of contract plans, specifications, cost estimate and design analysis for ammonia storage, feed and monitoring facilities, and (2) Title II services. The A-E firm selected shall provide the final design products in the following CADD format: AUTOCADD Release 12 on 3 1/2 inch high density diskettes formatted for 1.44 MB. The products are not required to be performed using a specific CADD system. However, the A-E will be required to provide any digitizing and/or translation services necessary to deliver the final design products in the above stated CADD format. Type of contract is fixed fee. Estimated construction cost is between $2,600,000.00 and $5,800,000.00 and estimated construction start date is about October 1996. Firms desiring consideration shall submit appropriate data as described in Numbered Notes 24 and 25. Selection evaluation factors in Numbered Note 24 are expanded to include: (1) past experience and demonstrated capabilities in complex and large water treatment plant design investigations; and private sectors in terms of quality control and meeting established schedules. Qualification statements must clearly indicate the locations of the office that will perform the work. Architect- Engineer firms meeting the requirements described in this announcement are invited to submit a SF 254 and SF 255, supplemental information requested should be furnished for prime, joint venture(s) and/or consultants. Be advised that the Baltimore District does not maintain SF 254's at this office. Information must be received within 30 days of the date of this announcement. No other general notification to firms under consideration for this project will be made. Subcontracting Plan Requirements: If the selected Architect-Engineer is a large business concern, and the contract amount exceeds $500,000 the A-E shall be required to submit a subcontracting plan with the final proposal. The plan must be consistent with Section 806 (b)(2) of PL 99-661, PL 100- 180, and PL 100-656 . Subcontract awards to Small Disadvantaged Business (SDB), Historically Black Colleges & Universities (HBCU's) and/or Minority Institutes (MI's) should be included in the plan. The following subcontracting goals are considered to be reasonable and achievable. Award of approximately 25 percent of the total subcontracting dollars to all small business concerns and no less than 8 percent of the total subcontracting dollars to any combination of small disadvantaged business, historically black colleges and universities or minority institutes and 5 percent for women-owned businesses (WOB).
