This project consists of providing design, construction, and construction administration for an expansion of approximately 60,000 gross square feet to the present facility located at 10410 Perrin-Biethel Road, San Antonio, Texas. The project includes completion of the design package and expansion of the workroom floor and north mail platform or dock. Site work included in this project is limited to areas close to the new building expansion and includes but not limited to expansion and rework of the dock service yard, entry points for trucks on the north side of the facility and a new truck drive along the east side of the addition. Site work will also include demolition of site improvements such as the guard building, fencing, paving, and excavation of existing earthen berms. Construction consists of a drilled pier supported suspended flat slab with walls and roof supported by conventional steel framing. The building skin consists of factory fabricated composite insulated metal panels supported by steel framing. The color and texture of the new panels is intended to closely match the general appearance of the porcelain steel panels on the existing building. The roof system consists of metal deck supporting a four ply coal tar roofing system over a rigid insulation board. Mechanical systems consists of roof mounted air handlers with a remote roof mounted air cooled chiller. Power is being supplied to the mechanical systems and building contained automation equipment by a new service drop on the north side of the facility which will serve two pad mounted transformers. The existing facility will remain in full operations during construction activities. Offers will be evaluated technically as follows: (1) Architect/Engineer Firm, (2) Construction Contractor, (3) Design, (4) Project Team, (5) Expedited Scheduling, (6) Staffing/Resources, (7) Experience, and (8) Minority Business Enterprise Participation. Firms determined to be best technically qualified will continue into the price evaluation. This is a negotiated procurement, therefore, offers will not be publicly opened. Issue date for the project is March 1, 1995, with a return date of March 31, 1995. Performance Time is 180 calendar days for the entire project. Estimated Cost Range is between $3,500,000 to $4,500,000 .
