This is a notice of contract action. The Human Systems Center, Brooks AFB, TX intends to award a modification to contract F33615-91-C-0531 to extend the period of performance on the existing Cost Plus FIxed Fee contract for 6 months. An increase in the ceiling is anticipated. The Government anticipates award to DYNCOR, Reston VA in accordance with FAR 6.302.1. The contractor provides operation and maintenance of major impact and vibration facilities at Armstrong Laboratory Crew Systems Directorate Wright-Patterson, AFB, OH. The work includes on-site operation and maintenance of electronic data collection equipment, electronic and photometric data processing and analysis equipment, electronic facility control systems in instrumentation calibration, design and set-up of mechnical text fixtures and maintenance of facility records. This effort requires an experienced team of scientific, engineering, and technical workforce to support the unique laboratories and the research investigations conducted therein. This award to contract F33615-91-C-0531 is contemplated as sole source to ensure successful continued operations and maintenance to AL/CFB. Contractual planning and effort is in progress to release Request for Proposal (RFP) which will define all requirements for the follow on effort. Selection criteria to be applied to other potential offerors shall include the following: the quality related experience and ability of the entire integrated operations and maintenance team in the time period required to reach full performance levels; ability to plan and interface with the existing contractor and other customer organizations; the management ability to rapidly respond to new task orders and changes in existing task orders; and corporate commitment to the program. All responsible sources may submit a response which shall be considered. Responses must be received within 30 days from date of publication of this notice in the Commerce Business Daily.
