this contract, it must comply with FAR 52.219-9 regarding the
requirement for a subcontracting plan on that part of the work it
intends to subcontract. The subcontracting goals for this contract are
that a minimum of 60.3% of the contractor's intended subcontracted
amount be placed with small businesses (SB), including 9.8% with small
disadvantaged businesses (SDB) and 2.9% with women-owned small
businesses (WOB). The plan is not required with this submittal. The
Standard Industrial Classification (SIC) code for this acquisition is
8711. The small business size standard is that average annual receipts
for its preceding 3 fiscal years must not exceed $2.5 million. This
competitive acquisition is being conducted under the U.S. Army Corps of
Engineers specific agency delegation from the General Service
Administration's exclusive procurement authority for Federal
Information Processing (FIP) resources. Professional cost engineering
services include, but are not limited to, cost engineering, cost
estimating, program and project management, planning and scheduling,
cost and schedule performance measurement and change control, and value
engineering. These services are required to support the COE HTRW and
civil works projects and also required to support projects for the
Department of Energy (DOE) environmental restoration (ER), waste
management (WM), decontamination and decommissioning (D&D), and Office
of Site Services (OSS). Knowledge and experience will also be required
to complete required work in the use of micro-computer cost estimating
system M-CACES Gold computer software (latest version), COE and DOE
work breakdown structure, activity based estimating (ABC) techniques,
baseline cost estimating and scheduling techniques, and other related
skills. The majority of the services provided through this indefinite
delivery order contract will be performed in support of DOE. The COE
will administer this contract to provide these services. SELECTION
CRITERIA: See Note 24 for general selection process. Professional
qualification, experience, and capability are required to provide cost
engineering services from the planning phases through final project
completion. The selection criteria in descending order of importance
are: a. Specialized Experience and Technical Competence, as follows:
(1) Experience with COE HTRW and civil works project cost engineering
(2) Experience with DOE ER, WM, D&D, and OSS operation, maintenance,
and construction cost engineering (3) Technical knowledge and
experience in the use of COE regulations and publications that support
the cost engineering services required (4) Technical knowledge and
experience in the use of DOE regulations and publications that support
the cost engineering services required. b. Professional Capabilities:
For satisfactory performance of work required under this contract or
work performed by individual delivery order, professional
qualifications of firm's staff and consultants assigned to this project
will be required. c. Demonstrated capability and capacity of the firm
to perform the above work to meet short suspense dates. d. Past
performance on DOD and other contracts with respect to cost control,
quality of work, and compliance with performance schedules. e.
Geographical location and knowledge of the locality of the project,
provided that application of the criterion leaves an appropriate number
of qualified firms, given the nature and size of the project. f. Extent
of participation of SB, SDB, WOB, historically black colleges and
universities, and minority institutions in the proposed contract team,
measured as a percentage of the estimated effort. g. Volume of DOD
contract awards in the previous 12 months, as described in Note 24. As
many as two indefinite delivery contracts may be awarded, not to
exceed $5 million total for one year and $1 million maximum per
individual delivery order. Proposed contract shall be for a period of
one year with the option to extend four (4) additional years.
Interested architect-engineer firms having the capabilities to perform
this work must submit three (3) copies of Standard Form (SF) 254 not
already on file at the COE ACASS Center in Portland, Oregon, and three
(3) copies of SF 255 for the prime and all consultants to the above
address not later than the close of business on 3 April 1995 or within
30 calendar days after publication date of this notice, whichever is
later. Only the 11/92 edition of the SF 254 and SF 255 are acceptable.
