Services of qualified Architect-Engineer (A-E) firms are sought to
provide architectural and engineering design and computer-aided
drafting (CAD) for two indefinite delivery negotiated fixed price
contracts. Each contract will have a maximum monetary limit of
$750,000.00 with a minimum of $2,500.00 guaranteed, against which
individual delivery orders up to $150,000.00 may be written. The period
of service for the contracts will be for one year beginning
approximately August 1995 and may include an option for a second year.
This announcement is open to all businesses regardless of size. If a
large business is selected for these contracts, it must comply with FAR
52.219-9 regarding the requirement for a subcontracting plan on that
part of the work that it intends to subcontract. The subcontracting
goals for these contracts are that a minimum of 25% of the contractor's
intended subcontract amount be placed with small businesses (SB),
including small disadvantaged businesses (SDB), and 5% be placed with
SDB. This plan is not required with this submittal. PROJECT
INFORMATION: The services will be applicable to the design of
archaeological curation facility projects, museums and visitor center
buildings and small projects such as recreational, administrative and
maintenance facilities. Firms to be considered must have a full range
of design experience for these types of projects. SELECTION CRITERIA.
See Note 24 for the general selection process. The selection criteria,
in descending order of importance (first by major criterion and then
by each sub-criterion), are: a. Specialized experience and technical
competence: (1) archaeological curation building, museum and visitor
center building design; (2) sophisticated HVAC system design and
selection; (3) electrical control system and computer control system
design; (4) preparation of Corps civil works constructon contract plan
using CAD; (5) preparation of Corps civil works construction contract
specifications; (6) compatibility of CAD system and ability to
interface with the St. Louis District's Intergraph and microstation
system. b. Professional qualifications: Registered architects and
registered professional engineers in the specialties of building design
structural, civil, soils, mechanical and electrical; registered
landscape architects; engineering technicians and architectural
technicians. c. Capacity to accomplish the work: (1) building design;
quality management procedures of pre-design, schematic design and plans
and specifications; (2) ability to meet overall project and phase
schedules; (3) ability to accomplish up to three major delivery orders
simultaneously; (4) current workload; (5) number of proposed
subcontractors. d. previous performance on curation building design,
museums and visitor center buildings. e. past performance on DoD and
other contracts with respect to quality of work, cost control and
compliance with schedules. f. proximity to the St. Louis District. g.
extent of participation of SB, SDB, historically black colleges and
universities, and minority institutions in the proposed contract team,
measured as a percentage of the estimated effort. h. volume of DoD
contract awards in the last 12 months as described in Note 24.
SUBMISSION REQUIREMENTS. See Note 24 for general submission
requirements. Interested firms having capabilities to perform this work
and desire to be considered must submit a completed SF 255 (11/92
Edition) and appropriate data as described in Note 24. Only SF 255's
received in this office within 30 calendar days from the date of this
notice will be considered. If the 30th day is a Saturday, Sunday, or
Federal Holiday, the deadline is the close of business of the next
business day. If an SF 254 is not on file with the U.S. Army Corps of
Engineers, a current SF 254 should also be included. Multiple copies of
the SF 254/SF 255's are not required. No other notification to firms
under consideration for this work will be made. This is not a Request
