BENNING, GEORGIA POC STEPHEN WELCH AT 912/652-5657. 1. CONTRACT
INFORMATION: A-E services are required for Mobilization Master Planning
Services at Fort Benning, GA. This will be a firm fixed price contract.
The contract is anticipated to be awarded in August 1995 and completed
in September 1996. This announcement is open to all firms regardless
of size. ** 2. PROJECT INFORMATION: Work will include revising and
updating the Mobilization Component (MC) of the Real Property Master
Plan (RPMP) for Fort Benning, GA. This Component will provide a
systematic time phased evaluation of Fort Benning's ability to meet
mobilization requirements through facilities, utilities, housing, land
and engineering services. Work will include updating and revising the
Mobilization Master Plan Report, the Mobilization Component Tabulation
of Existing and Required Facilities (MCTAB), and the Mobilization Site
Plans along with any other components associated with this work such
as, preparing area development site plans for specific areas. Firms
desiring consideration must have a sound working knowledge and
understanding of the U.S. Army Master Planning Process, and capability
in master planning, multidiscipline engineering analysis and automated
mapping. The required graphics and related data will be prepared in a
format compatible with Intergraph's UNIX-based Clipper worksation
running MGE/SX and Micro Station 32 softwre as well as INFORMIX for the
non-graphic database management system. ** 3. SELECTION CRITERIA: See
Note 24 for general process. The selection criteria in descending order
of improtance are: ** a. Specialized experience in the type of work
described in Project Information. ** b. Past performance on contracts
with Government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedules. ** c.
Capacity to accomplish the work in the stated contract period and to
dedicate one person in the following disciplines: electrical
engineering, mechanical engineering, civil engineering, cost
engineering and CADD operation and two personnel as planners. ** d.
Professional qualifications of key management and professional staff
members. ** e. Extent of participation of SB, SDB, WOB, historically
black colleges and university and minority institutions in the proposed
contract team, measured as a percentage of the estimated effort. ** f.
Location of the firm in the general geographic area of the project. **
g. Volume of DoD contract awards in the last 12 months as described in
Note 24. ** 4. SUBMITTAL REQUIREMENTS: Firms desiring consideration
must submit ONE (1) copy of SF 255 (rev'd 11/92) for prime and ONE (1)
copy of SF 254 (rev'd 11/92) for prime and each consultant to the
above address by 07 April 1995 to be considered for selection. DEPTH of
PRIME and SUBCONTRACTOR personnel in EACH discipline must be shown in
Block 4 of SF 255 and SF 254 11/92 to clearly identify the number of
personnel in each firm and discipline. COVER letters and extraneous
materials are NOT desired and WILL NOT be considered. ** PHONE calls
