SET-ASIDE. The U.S. Coast Guard (USCG) has identified a requirement for
steel river buoys. These buoys will be used as aids to navigation in
the coastal and inland waters of the United States. Each buoy must
conform to USCG G-ECV Specification Number 455 (Revision C) with
general buoy characteristics as follows: (1) 4th or 6th class; (2) Nun
or Can upper body shape; (3) Radar reflector or Tall type; (4) Red or
Green in color; (5) Polyurethane foam filled; and (6) Unlighted. The
USCG anticipates awarding a indefinite-delivery, indefinite-quantity
type of contract with economic price adjustment (firm-fixed-price
orders; FOB Destination) for a base period with four option periods.
Estimated minimum (maximum) quantities of production river buoys for
the base period and for each of the four option periods are 950 (3500)
each 4NR and 4CR, 275 (1500) each 6NR and 6CR, and 200 (1000) each 6NT
and 6CT. To ensure compliance with specified contract requirements,
first article tests may be performed on 10 each 4NR, 6CR, and 6NT first
article units before production is authorized. A pre-award survey may
be performed to ascertain manufacturing capability. The USCG
anticipates issuing a Invitation For Bid (IFB) solicitation on or about
