the intent of the National Heart, Lung, and Blood Institute to
negotiate on a sole source basis under the authority of 41 USC 253
(c)(1) and FAR 6.302-1, with TomTec Imaging Systems to purchase a
EchoScan Cardiology Acquisition System. The system will allow the three
and four-dimensional reconstruction of ultrasound images of the heart
as well as the calculation of left ventricular volume and mass. The
system must meet the following minimum specifications: EchoScan
Workstation: 1) Pentium EISA/PCI motherboard, 2) 64 MB of RAM, 3) 425
MB hard disk, 4) 1.44 MB floppy disk drive, 5) SCSI controller, 6) 2
serial & 1 parallel, 7) high resolution graphics board, 8) video output
board, 9) EISA framegabber, 10) motor control logic, 11) tower cabinet
with keyboard & trackball, 12) 600 magneto-optical disk drive, 13)
17'' high resolution monitor, 14) 4D acquisition trigger unit, 15)
EchoScan cart, 16) digital archive and retrieval of studies, 17)
multiplanar reformatting, 18) 3D surface rendering, 19) volumetric
measurement, and 20) 4D cardiac package. Probe Carriage Device: 1)
rotation with adapter, and 2) stepper motor box. Interested parties may
identify their interest and capability to respond to the requirement or
submit proposals. This notice of intent is not a request for
competitive proposals. However, all proposals received within the
forty-five days after the date of publication of this synopsis will be
considered by the Government. A determination by the Government not to
open the requirement to competition based upon responses received as a
result of this notice of intent will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. Oral communications are not acceptable and cannot be
honored. Interested parties may express their concerns in writing.
Written responses must contain clear and convincing documentation,
technical information and descriptions demonstrating the ability to
meet the stated requirement. All responses must be received within 45
calendar days from the publication date of this notice and should be
directed to Kathleen J. Van Steelant at the above address. Responses
received by facsimile will not be honored. See Numbered Note 22.
