Pennsylvania Avenue Development Corporation is soliciting
Architect-Engineering Services to redesign the existing 8th & F Street
mall which is located on F Street between 7th and 9th Streets, North
of E Street, NW, Washington, DC. The project area is within the
Pennsylvania Avenue National Historic Site; the desgin should protect
and enhance the historic setting and vistas, especially between the
National Archives Building and the Portrait Gallery. The design will be
jointly presented by the A/E and PADC staff to the PADC Board of
Directors, the National Capital Planning Commission, the Commission of
Fine Arts, the Advisory Council on the Council on the Historic
Preservation and the DC State Historic Preservation Officer, etc. The
project involves a comprehensive redesign of street layout, special
paving, curbs, curb cut, landscaping, irrigation, drainage water
features, trees, lighting, street furniture and new public art
installations. Design consideration should be given to the possibility
of a new Sports Facility immediately NE of this project. The final
design will be coordinated with the Smithsonian Institution and the
renovation of the General Post office building, located on F and E
Streets between 7th and 8th Streets. Required services include, but are
not limited to, design services from conceptual through construction
documents, preparation of presentation materials which may include
models and renderings, site inspection, cost estimating and
construction services. Design drawings will include the following
areas: landscape, architectural, structural, mechanical, plumbing, site
utilities, planting and irrigation, plant material specifications,
pedestrian and vehicular circulation and handicapped accessibility. The
A/E must prepare a construction schedule which indicates construction
sequence including maintenance of traffic circulation and building
accessiblity. Construction services will include site visits and shop
drawing review and approval. The Government construction estimate range
is $2.5-3.5 million. The following criteria (listed in order of
importance) will be used for selection: (1) professional qualifications
of the proposed personnel and consultants that will perform on this
project; (2) specialized experience and technical competence in the
design of urban public open spaces; (3) capacity to accomplish the work
in the required time; (4) previous experience and past performance w/n
5 years with government agencies and private industry in terms of
success, cost control, quality of work, and compliance with performance
schedules; (5) location - Design office must be within a 500 mile
radius of the project area and have knowledge of the locality. (6) must
have knowledge of climate and growing conditions for plant species.
This will be a firm fixed price contract. Estimated contract award date
is August 1, 1995. Interested, qualified firms are invited to submit
completed SF 254's and 255's and other appropriate data by 4:00pm,
April 6, 1995 to the Pennsylvania Avenue Development Corporation,
(PADC) 1331 Pennsylvania Avenue NW, Suite 1220N, Washington, DC

the SF 255, provide name and telephone number of the person familiar
with the firm's work for each project listed. Submitted materials will
be disposed of by PADC 60 days after final selection unless specific
