In Phase 1, LLNL requires the use of circuits linking the continental U.S. and 2 sites in Russia; 1) a single 64 Kbps full circuit link including foreign local loop and CPE, to Chelyabinsk and 2) a single 64 Kbps full circuit link including foreign loop and CPE, to Arzamas and 3) a single 64 Kbps full circuit link, including domestic local loop from a European hub site to the continental U.S. Phase 2 will establish points of presence at up to 6 additional sites. Data rates shall also consist of single 64 Kbps full circuit links, as provided in Phase 1. Phase 2 sites will be identified at a future time.
