The Contractors shall recruit and select observer candidates; schedule and provide logistic support for training, briefing, and debriefing; schedule embarkation and debarkation places and dates with assigned fishing vessels and processors, and provide all travel related logistics support; maintain communications with observers and the National Marine Fisheries Service during at all times during performance; assist observers in preparation for debriefing; and establish and maintain quality throughout the life of the contract. Offerors will be evaluated on past performance, demonstrated expertise of the organization and key- personnel, technical approach towards accomplishing the work, and demonstrated understanding of the complexities of the project. The contract performance period will be one year, with four (4) additional one-year option periods. The Government estimates requiring up to 40,000 observer coverage days per year.
