The Volpe National Transportation Systems Center intends to make an award to CALTRANS to continue the evaluation of the operational impacts of a variable-toll express lane facility being constructed on State Route 91 corridor of Orange County, CA. Evaluation of this project has been structured in two phases: the first phase, which focused on pre-opening data collection and overall project scoping, has been completed; the second phase, which continues analysis of pre-opening activities with addition data collection through the first year of operation is currently underway. Phase I and the current work on Phase II is being performed by Caltrans, the California State Department of Transportation. This contract is to be awarded to Caltrans on a sole source basis to continue the work in progress without interruption and with minimal cost to the federal government. (0060)
