The work consists of site improvements to both enlisted and officer family housing areas and common areas along Osprey Lane, Pelican Lane, and Peacock Drive. Improvements will consist of street and playground lighting, noise screens and an off site RV parking area. Repairs will consist of new sewer laterals for 65 housing units, upgrading landscaping and drainage and incidental related work. Estimated construction cost range is between $250,000 and $500,000. Item 10, bid opening date, is an approximate date only. In order to most effectively accomplish this contract, the Government proposes to form a cohesive partnership with the successful contractor and its subcontractors. This partnership would strive to draw on the strengths of each organization in an effort to achieve a quality project done right the first time, within budget, and on schedule. This partnership will be bilateral in make-up and participation is required. Any cost associated with the partnership will be shared equally by both parties with no change in contract price. The proposed acquisition listed here is being considered for 100% Set-Aside for Small Disadvantaged Business (SDB) Concerns. Interested SDB concerns should notify this office in writing, Attn: Code 360R of their intention to bid the project as prime contractor as early as possible, but not later than 13 March 1995. This notification must include a positive statement of eligibility as a small socially and economically disadvantaged business concern, evidence of capacity to obtain required bonds and specific information which demonstrates the capability to perform projects of this complexity and magnitude. Complete information concerning management experience in similar work and financial status should be submitted with references. If adequate interest is not received for SDB concerns, the Solicitation will be issued on an unrestricted basis and another notice will be issued indicating set-aside decision.
