This is a Notice of Intent announcing that the National Institutes of Health (NIH) in Bethesda, MD intends to place an order against a GSA Non-Mandatory ADP Schedule Contract (GS00K92AGS6103-PS02) with Toshiba America Information Systems, Computer Systems Division, 9740 Irvine Boulevard, P.O. Box 19724, Irvine, CA 92718- 9724, for ADP hardware and accessories. Any response must be received in writing within 15 calendar days from the published date of this notice, reference QJC50236. The ADP hardware and accessories consists of the following: Item #1: Cat# PA1205U-T2A, Qty. 7, Desc. Toshiba, Model T4900CT, Matrix Color Screen, Pentium Notebook Computer. Item #2: Cat# PC- PA270IU, Qty. 7, Desc. Desk Station IV. Item #3: Cat# NW2014U, Qty. 7, Desc. 16 Mbyte RAM Upgrade. Item #4: Cat# NW114CR, Qty. 7, Desc. Model PCMCIA Cellular Ready 14400/14400 Data/FAX Type II. Item #5: Cat# NWETH01X, Qty. 7, Desc. Model PCMCIA Type II, Ethernet Card (10 Baset). Item #6: Cat# PA2429URA, Qty. 7, Desc. Enhanced Battery Pack (One standard, 2600 Mah NIMH). Item #7: Cat# PC-A2422U, Qty. 7, Desc. Battery Pack Recharger W/AC Adapter. Item #8: Cat# NWCCAFB, Qty. 7, Desc. Twin Fabric Carrying Case. THE FOLLOWING ADDITIONAL INFORMATION IS FURNISHED FOR THE ADP HARDWARE: 1) Shall be a notebook computer with the following minimum requirements: Pentium 75Mhz processor, 772 Mbyte hard drive 3.5 inch (8.89cm), 1.44 Mbyte floppy disk drive, 8 Mbyte RAM, On-chip 16 Kbyte cache, 64-bit data bus, 10.4 inch (26.42cm), TFT-LCD active matrix display (65,536 (65K) colors at 640 X 480 resolution), On-board sound - 16-bit, WAV and MIDI audio capability, 16-bit Windows Sound System compatible, built-in microphone and speaker, 82-key keyboard, integrated pointing device with click-and-drag buttons on the front of the notebook for easy reach, Expansion slots - two (2) PCMCIA compliant slots, one (1) Type II (5mm-which supports Type I and II) and one (1) Type III (10.5mm-which supports Types I, II, and III cards), Interfaces - Serial, parallel, SVGA video, PS/2 mouse port and PS/2 enhanced keyboard port, 150-pin expansion bus connector for optional Desk Station IV docking station. Shall have the following, pre-installed software: MS-DOS, Windows for Workgroups, Windows Sound System, Run-Time Video for Windows, Indeo Video, and, Fn-esse Utility Program. Shall include Kensington Lock Slot Password protection and a three (3) year limited warranty. The Desk Station shall be compatible and will work with the notebook computer and have the following minimum required features: two (2) full-sized 16-bit industry standard expansion slots, one (1) parallel printer port, one (1) RS232C serial port, one (1) PS/2 mouse port, one (1) analog VGA/SVGA monitor port (15-pin), one (1) floppy disk drive port, one (1) PS/2 keyboard port. Shall have a universal automatic switching power supply to allow the Desk Station to be used with most AC power sources around the world (the Desk Station shall simultaneously power itself and supply DC power to the computer connected to it). Shall have one (1) 5.25 inch (13.3mm), half height drive bay, separate monitor stand, key lock to secure PC to Desk Station, LED indicator, and, Kensington security slot. This is a Notification of Intent in accordance with FIRMR 201.39.501-3 (f) to acquire ADPE from an existing ADPE schedule Contractor, no Contractor award will be made on the basis of any responses to this notice since the synopsis of intent to place an order against a schedule Contractor shall not be considered a solicitation document. No solicitation document exists, therefore requests for such documents will be considered invalid responses. Written responses shall include GSA Contractor information if applicable and if not provide sufficient pricing information for the requested item number as listed in this synopsis to permit comparison with Toshiba America Information Systems, current GSA Schedule Contract. Oral communication is not acceptable and will not be honored. A statement specifically identifying the hardware to be provided and clearly stating the ability to meet the specific requirements shall be submitted. Concerns that respond to this notice shall furnish concise responses directed specifically to the requirement mentioned above. Sources demonstrating the capability to accomplish the above shall supply pertinent information in sufficient detail to demonstrate their ability to perform. Written responses shall also include complete pricing information and a complete description of the hardware to be provided, containing sufficient technical information to permit agency analysis to establish a bonafide capability to meet the stated requirements as listed above. Response will be evaluated according to who can meet the requirements at the most favorable terms to the Government, considering the lowest overall cost alternative, not necessarily at lowest price. Adequate detailed data by which to evaluate capability should be sent to Attn.: Mr. Don Coulter, at the point of contact listed above. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis of intent, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended schedule vendor and all firms that respond to this synopsis of intent or otherwise request a copy of the solicitation. If no written responses are received that demonstrate a lower overall cost alternative to the Government is available, a delivery order will be placed against the schedule Contractor, Toshiba America Information Systems, Computer Systems Division.
