The Internal Revenue Service (IRS) intends to enter into a sole source contract with Quintessential Solutions, San Diego, CA for an array of software packages. Included are: COMNET III Development Environment for MS-Windons; Quintessential Solutions Mesh Network Design Suite for MS-DOS; Quintessential Solutions Hierarchical Network Performance Analyzer for MS-DOS; and FTS2000, User Defined Tariff Manager. Those packages meet the IRS requirements to be interoperable; to run on 486, MS-DOS based personal computers; to provide for iterative refinement in the course of telecommunication network design; and to include all existing communications devices (e.g. packet switches, PADS, cluster controllers, etc.) as well as allowing for creation of new devices as technology advances.
