INTRODUCTION: Wright Laboratory (WL/AAKD) is interested in receiving
proposals (technical and cost) on the research effort described below.
Proposals in response to the PRDA shall be submitted by 17 April 1995,
1500 hours Eastern Daylight Time, addressed to: Wright Laboratory, R&D
Contracting Directorate, Building 7, Area B, 2530 C Street, Attn: Mr.
John Shock, WL/AAKD, Wright-Patterson AFB, Ohio 45433-7607. There is
a classified supplement to this solicitation. Offerors should
immediately request this supplement from WL/AAKD if they plan to
respond to this solicitation. This is an unrestricted solicitation.
Small businesses are encouraged to propose on all or any part of this
solicitation. Proposals submitted shall be in accordance with this
announcement. Proposal receipt after the cut-off date and time
specified herein shall be treated in accordance with the restrictions
of FAR 52.215-10, copy of this provision may be obtained from the
contracting point of contact. There will be no other solicitation
issued in regard to this requirement. Offerors should be alert for any
PRDA amendments that may permit subsequent submission of proposal
dates. Offerors should request a copy of the WL Guide entitled, ''PRDA
and BAA Guide for Industry''. This guide was specifically designed to
assist offerors in understanding the PRDA/BAA proposal process. Copies
may be requested from WL/AAKD, Wright-Patterson AFB OH 45433-7607,
telephone (513) 255-2206. B--REQUIREMENTS: (1) Technical Description:
The purpose of this effort is to develop and test an infrared (IR)
expendable material with special properties. These properties are
classified in nature and a full discussion of the requirements and
tasks required for this PRDA is addressed in the classified supplement
to this solicitation. The program consists of three different parts.
The first part is the development of the special materials, theoretical
performance modeling of these materials, and laboratory testing of
these materials to verify model parameters. This is the main part of
the program and will henceforth be identified as the main program. The
second part of the program (henceforth referred to as Option 1) shall
be the testing of these materials under simulated windstream
conditions to verify the model predictions in the main program. Option
1 will include government sponsored testing at an appropriate
government facility. The final part of the program (Option 2) shall be
the flight testing of the best concepts from the main program and
Option 1 to verify the performance of the materials. This flight
testing will also be performed at a government facility with government
sponsorship. (2) Deliverable Items: The following deliverable data
items shall be proposed for the main program: (a) Status Report,
DI-MGMT-80368/T, monthly, (b) Project Planning Chart, DI-MGMT-80507A/T,
monthly with (a), (c) Funds and Manhour Expenditure Report,
DI-FNCL-80331/T, monthly, (d) Scientific and Technical Reports -
Contractor's Billing Voucher, DI-MISC-80711/T, monthly, (e) Contract
Funds Status Report (CFSR), DI-F-6004B/T, Quarterly, (f) Presentation
Material, DI-ADMN-81373/T, as required, and (g) Scientific and
Technical Reports, DI-MISC-80711/T, (Draft and Reproducible Final). If
Option 1 is exercised, data items (a)-(g) would continue with no
changes. If Option 2 is exercised, data items (a)-(g) would continue
along with the following additional data items: (h) System Safety
Hazard Analysis Report (SSHA), DI-SAFT-80101A/T, Preliminary Hazard
Analysis only, (i) Safety Assessment Report, DI-SAFT-80102A/T,
Environmental Analysis Data for flight certification, and (j)
Developmental Drawings And Associated List, DI-DRPR-81002/T,
Developmental Drawings in contractor's format. (3) Security
Requirements: TEMPEST requirements will apply. Generation of classified
material for this solicitation effort is authorized only on equipment
approved for classified processing by Air Force TEMPEST authorities.
(4) Other Special Requirements: International Traffic in Arms
Regulations apply. C--ADDITIONAL INFORMATION: (1) Anticipated Period of
Performance: The total length of the technical effort for the main
program is estimated to be 24 months. If Option 1 is exercised, the
technical effort is estimated to be 15 months with the effort running
concurrantly with the main program. If the government exercises Option
2 on this program, the program is estimated to be extended an
additional 16 months. The contractor shall also provide for an
additional 4 months for processing/completion of the final report. (2)
Government Estimate: The Government funding profile per award is
expected to be as follows: main program - $500K, Option 1 - $325K,
Option 2 - $800K. This funding profile is an estimate only and is not
a promise for funding as all funding is subject to change due to
Government discretion and availability. (3) Expected Award Date: 1995
September. (4) Type of Contract: Cost Plus Fixed Fee (CPFF) or Cost (no
fee). Any grants awarded will be cost (no fee). (5) Base Support: The
government will furnish an appropriate test range and measurement
instrumentation at no cost to the offeror for a field test in Option 1
of this program. If Option 2 is exercised, the government will provide
the flight test range, measurement equipment and the test aircraft at
no cost. (6) Size Status: For the purpose of this acquisition, the size
standard is 500 employees (SIC 8731). (7) Notice To Foreign Owned
Firms: Such firms are asked to immediately notify the Air Force point
cited below upon deciding to respond to this announcement. Foreign
contractors should be aware that restrictions will apply which could
preclude their participation in this acquisition. A foreign offeror
will not be eligible as a prime contractor for this program. (8)
Security Requirements: It is anticipated that work performed under this
contract may be classified up to and including the SECRET level.
Performance of the effort will require access to classified material.
Wright Laboratory's Electronic Warfare Security Classification Guide,
1 Mar 89 with Letter Change No. 1 dated 16 Aug 91, is the overall
classification authority for this effort. Responders are reminded that
classified responses shall be properly packaged, marked, transmitted,
and addressed to the correct authority listed in Section A of this
PRDA. Guidance concerning handling of classified information is
contained in the ''Industrial Security Manual for Safeguarding
Classified Information,'' available from your local Defense
Investigative Service. (9) Classified Supplement: Receipt of the
classified (SECRET) portion of this PRDA is necessary to fully respond
to this announcement. The supplement further describes the intended
objective, scope, and goals of this effort. Written requests to receive
the classified portion of the Special Materials for Kindematic Decoys
PRDA should be addressed to the Contracting Officer at the address
listed in Section A. The written request must contain the
organization's classified mailing address and associated Facility
Security Clearance (FSC) code. After verification of the requesting
organization's security clearance, need to know, and safeguarding
capability, the classified material, with applicable DD Form 254, will
be sent to the cleared address by registered mail. D--PROPOSAL
PREPARATION INSTRUCTIONS: (1) General Instructions: Offerors should
apply the restrictive notice prescribed in the provision at FAR
52.215-12, Restriction on Disclosure and Use of Data, to trade secrets
or privileged commercial and financial information contained in their
proposals. Proposal questions should be directed to one of the points
of contact listed elsewhere herein. Offerors should consider
instructions contained in the WL PRDA and BAA Guide for Industry
referenced in Section A of this announcement. Technical and cost
proposals, submitted in separate volumes, are required and must be
valid for 180 days. Proposals must reference the above PRDA number.
Proposals shall be submitted in an original and five copies. All
responsible sources may submit a proposal which shall be considered
against the criteria set forth herein. Offerors are advised that only
contracting officers are legally authorized to contractually bind or
otherwise commit the government. (2) Cost Proposal: The accompanying
cost proposal/price breakdown shall be supplied on an SF 1411, together
with supporting schedules, and shall contain a person-hour breakdown
per task. Copies of the above referenced forms may be obtained from the
contracting office cited. (3) Technical Proposal: The technical
proposal shall include a discussion of the nature and scope of the
research and the technical approach. Additional information on prior
work in this area, descriptions of available equipment, data and
facilities, and resumes of personnel who will be participating in this
effort should also be included as attachments to the technical
proposal and not included in the page limit. The technical proposal
shall include a Statement of Work (SOW) detailing the technical tasks
proposed to be accomplished under the proposed effort and suitable for
contract incorporation. Offeror should refer to the WL Guide
referenced in Section A to assist in SOW preparation. PL 98-94 applies.
Offerors must submit an approved DD Form 2345, Export-Controlled DOD
Technical Data Agreement with their proposal. Any questions concerning
the technical proposal or SOW preparation shall be referred to the
Technical Point of Contact cited in this announcement. (4) Page
Limitations: The technical proposal shall be limited to 40 pages (12
pitch or larger type), double-spaced, single-sided, 8.5 by 11 inches.
The page limitation includes all information, i.e. indexes,
photographs, foldouts, appendices, attachments, etc. Pages in excess of
this limitation will not be considered by the government. Cost
proposals have no limitations, however, offerors are requested to keep
cost proposals to 75 pages as a goal. (5) Preparation Cost: This
announcement does not commit the government to pay for any response
preparation cost. The cost of preparing proposals in response to this
PRDA is not considered an allowable direct charge to any resulting or
any other contract. However, it may be an allowable expense to the
normal bid and proposal indirect cost as specified in FAR 31.205-18.
E--BASIS FOR AWARD: The selection of one or more sources for award will
be based on an evaluation of an offeror's response (both technical and
cost aspects) to determine the overall merit of the proposal in
response to the announcement. The technical aspect, which is ranked as
the first order of priority, shall be evaluated based on the following
criteria which are in descending order of importance: (a) new and
creative approaches to the technical issues in this effort, (b) the
offerors ability to meet the technical requirements outlined in the
classified supplement, (c) the offeror's understanding of the scope of
the technical effort, (d) soundness of offeror's approach to
accomplish the scientific and technical objectives, (e) the
availability of experienced scientists, engineers and technicians to
perform the tasks in this effort, (f) the offeror's understanding and
experience in the field, (g) the availability, from any source, of the
necessary research, test, laboratory and shop facilities, and (h) the
organization, clarity and thoroughness of the proposed SOW. Cost,
which includes consideration of proposed budgets and funding profiles,
is ranked as the second order of priority. No other evaluation
criteria will be used. The technical and cost information will be
evaluated at the same time. The Air Force reserves the right to select
for award of a contract, grant or cooperative agreement any, all,
part, or none of the proposals received. Award of a grant to
universities or nonprofit institutions or cooperative agreement, in
lieu of a contract, will be considered and will be subject to the
