competitive solicitation in support of the Defense Aiborne
Reconnaissance Office (DARO) for systems engineering and tehcnical
analysis. This effort will cover the full spectrum of support to
include planning, programming, budgeting, analysis, testing,
demonstration, management, and evaluation tasks undertaken by DARO in
support of the DoD Airborne REconnaissance Program (DARP). DARO is
responsible for the development and acquisition of airborne
reconnaissance platforms (manned and unmanned), sensors, data links,
and data relays and ground systems, including modifications to
Service-and Agency-unique ground stations to achieve and maintain
interoperability with joint Service and Defense-wide airborne
reconnaissance and surveillance systems. DARO, working with the
Services and Agencies, will define the development, acquistion, and
investment strategies for joint Service and Defense-wide airborne
reconnaissance activities; develop the associated fiscal guidance for
Services and Agencies; and review and consolidate budget
justifications. DARO is responsible for assuring that planning for each
element of the DARP fits within the context of the overall DoD
architecture for airborn reconnaissance and surveillance. The proposed
contract will provide support to the DARO to execute the mission
described above. The successful contractor will assess technologies
required to meet that mission, develop alternative architectures and
support daily management of various program elements within the DARO.
(NOTE: This contract will not involve hardware development.) This
contract will contain provisions precluding organizational conflicts of
interest, e.g., hardware development exclusions, or other conflicts
which may exist. This contract will be for a 60-month period. Access to
classified information is not required in order to respond to the
solicitation; however, the successful offeror will be required to
commence work involving access to classified information immediately
upon award. Therefore, a DoD TOP SECRET facility clearance is a
requirement for contract award. Key personnel of the successful offeror
who will be performing on this contract must have a TOP SECRET
personnel security clearance based on a current SSBI and be adjudicated
eligible for access to SCI. Foreign participation is not authorized.
The successful offeror will be required to be located in the
Washington, D.C. metropolitan area, within a 30-minute radius of the
main DARO office in the Pentagon. The forecast RFP release date is on
or about 1-15 May 1995 with an approximately 45-day response time.
