solicit technical/cost proposals in the area of Non-Cooperative
Identification (NCID) for Reconnaissance/Surveillance sensors and
technologies for the detection, acquisition, tracking and
identification of targets for both surface and airborne applications.
Targets to be considered include missiles, aircraft, ships, small
surface craft, torpedos, submarines, mines, chemical and biological
gases and aerosols, and land based targets such as missile sites,
mobilemissile launchers, armored vehicles and trucks. Responses are
required to be submitted in accordance with the guidelines set forth
herein. The selection of one or more sources for contract award will be
based on a scientific and engineering evaluation of your response
(technical and cost as it relates to the technical effort) to determine
the merit of the technical approach used to respond to this
announcement. New, innovative and creative approaches to the technical
problem presented herein by the Navy are of primary interest. Specific
areas of interest include the following: 1) Advanced NCID concepts
and/or sensors, 2) new, unique and innovative concepts for MULTI-SENSOR
INTEGRATION that combine the capabilities of various sensors to offer
the ability to detect, acquire, cue/track and identify targets as well
as to provide location and hand-off information; 3) Concepts and
techniques for TARGET RECOGNITION that utilize unexploited target
signatures or feature recognition available from imagery systems and
the attendant signal/image processing techniques for extracting this
information; 4) analog or digital STABILIZATION TECHNIQUES that reduce
line-of-sight motion to less than 10 microradians; 5) new and
innovative concepts for IMAGE DATA-LINK that provide near real-time
transmission of high resolution images obtained from both analog and
digital imaging sensors; 6) New and innovative IMAGING AND NON-IMAGING
SENSOR concepts that provide wide field of view target detection,
acquisition and tracking with increased sensitivity and resolution, 7)
Innovative or cost effective concepts and techniques for INTEGRATION
OF ADVANCED SENSORS with existing platforms; 8) SOLID STATE STORAGE
technology that is capable of recording and storing high resolution,
real time reconnaissance imagery and provides the capacity for typical
reconnaissance mission scenario. This BAA will be open from the date
of this announcement until 1/15/96. Proposals will be accepted any time
during this period. Proposals submitted may be evaluated periodically
by in-house scientists/engineers, a Government evaluation team or by a
group of scientific peers. Award decisions will be based on an
evaluation using the following criteria: 1)Overall scientific and
technical merit of the proposal; 2) Potential contribution of the
effort to Department of Defense (DOD) missions in Reconnaissance and
Surveillance; 3) The Offeror's capabilities, related experience,
facilities, techniques or unique combination for achieving the proposed
objective; 4) The proposed cost as adjusted for cost realism. Offerors
may respond to one or more of the research areas described above.
Offerors are encouraged, when applicable, to provide exploratory
devices or systems which demonstrate/validate the concepts or
technologies proposed. Proposals submitted must consist of a clear
statement of objectives, a technical section, which should include but
is not necessarily limited to, background experience, concepts and
ideas, methodology, expected contribution of the research to the DOD
mission, a statement of work and milestones, a biographical section
describing key researchers and a cost section. Details of any cost
sharing to be undertaken by the offeror should be included in the
proposal. Technical proposals should be limited to approximately 50
pages and 3 copies of each proposal shall be provided. The cost of
preparation for the response to this BAA is not considered an allowable
direct charge to the resulting contract or any other contract. Both the
NAWC-AD, Warminster, Avionics Group and the Electro-Optical Competency
have cognizance and responsibility for the areas of interest
identified above. The point of contact for technical issues relating to
the design and/or development of new, unique and innovative
technologies or concepts is Mr. Chyau N. Shen, (215) 441-2448. Offerors
may, at any time, contact Mr. Shen for clarification of technical
issues. Offerors are cautioned that only Contracting Officers are
legally authorized to commit the government. Quarterly progress reports
from the contractor shall be required. A review of technical
accomplishments will be undertaken by the Government to determine if
progress warrants continuation of the contract. There may be from 3 to
6 awards. The period of performance is estimated to be 1 to 4 years.
Contract type is anticipated to be CPFF completion. Exterior markings
