a notice of intent to negotiate a contract on a sole source basis with
The Nature Conservancy, Chapel Hill, North Carolina, for a Biological
Monitoring Program for Federally protected, candidate, and rare species
on Fort Bragg and Camp Mackall, North Carolina, military reservations.
Program shall include 6.75 days (5 sessions) training in biological
monitoring, specific to the Sandhills ecology, during May, 1995.
Contractor will develop monitoring protocols for longleaf pine
communities and seven (7) selected plant species. Protocols will be
developed with core resource managers during flowering and fruiting
period. The protocols will include two (2) days of sampling for each
plant species and longleaf community, development of sampling design,
analysis of pilot sampling data, writing of the protocol for each
species, and summarization of first year data, for a total of 18 days.
Interested parties may identify interest and capability by submitting
technical and pricing data within 15 days of publication of this
notice. This notice of intent is not a request for competitive
proposals. However, all responses received within 15 days after date of
publication of this synopsis will be considered by the Government. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
