Administration (FRA) is seeking qualified sources for a follow-on
requirement for toxicological oversight services. Currently these
services are being provided through FRA Contract DTFR53-92-C-00042,
with Greystone Health Services Corporation of La Mesa, California.
Contract responsibilities will include conducting reviews and
procedural examinations of laboratory toxicological testing (whole
blood, urine, and post-mortem tissue analysis) being performed under a
separate laboratory contract. In addition, the oversight contract will
require the performance of periodic comprehensive proficiency testing
of FRA's laboratory testing in order to ensure compliance with
established test protocols and quality assurance procedures. As an
adjunct responsibility, the contractor may be responsible for
performing audits of selected railroad and drug programs and performing
reviews of various components of the FRA drug and alcohol program. The
period of performance of this contract is anticipated to be a 1-year
base term, with two 1-year option terms. A cost-plus-fixed fee term
(level-of-effort) type contract is contemplated. It is anticipated that
approximately 500 person-hours of services will be required per year.
The successful contractor will be responsible for maintaining a
DCAA-approved cost accounting system. All interested sources may
express interest in this requirement through submission of a written
qualification statement. The qualification statement shall address
corporate and individual experience/abilities in the following areas:
(1) assessing compliance with mandated (e.g., NIDA) or acceptable
(e.g., CAP) scientific and forensic toxicological standards applicable
to toxicology standards; (2) verifying laboratory competence in
reliable detection and confirmation of alcohol and drugs in accordance
with NIDA standards; (3) ensuring proper internal chain-of-custody for
blood, urine and tissue samples, together with proper documentation of
all assays performed; (4) developing, implementing, and managing open
and blind proficiency testing programs involving laboratory testing of
urine and blood samples; (5) expertise in forensic toxicology,
including experience in analysis of body fluids or tissue for
controlled substances. Interested sources should also submit resumes
for anticipated key personnel, detailing their experience in forensic
laboratory toxicology. Written qualification statements shall be
limited to no more than 10 type-written pages, and shall be submitted
to the FRA no later than March 24, 1995. Following receipt of the
information, the FRA will conduct appropriate reviews to determine
whether sufficient interest/capabilities exist to conduct a competitive
procurement. If a competitive procurement is conducted, solicitation
documents will be sent to those firms responding to this announcement;
no further announcements are contemplated with respect to this
