engineering/technical services to the following organizations within
the CECOM Research, Development, and Engineering Center (RDEC) Software
Engineering Directorate (SED): Communications Software Engineering
Support Division; Engineering Support Division; Command and Control
Software Engineering Support Division; Replication, Distribution,
Installation and Training Group; Software Prototyping and Integraion
Lab; Army Interoperability Network (AIN) Division; and associated or
related systems and technology programs supported by the CECOM RDEC SED
at Fort Monmouth, New Jersey. In the Communications Software
Engineering Support Division, the generic automated battlefield system
types to be supported include systems in: Tactical Communications,
Satellite Communications, Test Measurement and Diagnostic Equipment
(TMDE), and other systems interfacing and interoperating with systems
supported by SED. In the Engineering Support Division generic software
process technologies such as metrics, reuse, reengineering, software
support tools and practices, technology policies and standards, and Ada
will also be supported. In the Command & Control Software Engineering
Support Division, Army Tactical Command and Control System (ATCCS)
nodal systems, the ATCCS Common Hardware Software Components, and
common software for the ATCCS program are among the programs to be
supported. In the AIN Division, system specifications, interface
specifications, material development plans, and simulation and modeling
are the programs to be supported. Services will be primarily performed
at the SED Fort Monmouth, NJ facility and at the contractor facility
located within a 30 minute automobile drive of Building 1210, Fort
Monmouth, NJ. Some work may be performed at the following locations:
Seckenheim, Germany; Augusta, GA; Los Angeles, CA; and Oceanside, CA.
Additional locations worldwide may be added form time to time. The
contractor's facilities shall be cleared for SECRET as set forth in
detail on the DD Form 254. The proposed acquisition is to be an Omnibus
contract. The Army intends to award a Time and Material plus Award Fee
type contract on an Indefinite Delivery/Indefinite Quantity basis for
a period of twelve (12) months with four (4) twelve (12) month
options. Work will be issued via task order. The contract will contain
a Conflict of Interest Provision. Prospective offerors may be
ineligible if the contractor has participated in planning of this
requirement or if the contractor has contracted with the Government
under the terms of an Organizational Conflict of Interest provision.
The requirements from DAAB07-91-D-Q502 form this procurements. Any

Electronic Bulletin Board (EBB). To gain access to the Command EBB,
