Jr., Contracting Officer, 301/427-2179. The NOAA Automated Surface
Observing System (ASOS) program has a need for a ground-based sensor
that will measure wind speed and direction specifically under icing
conditions. The following are some of the requirements for the wind
sensor. The wind speed portion of the wind system shall at a minimum
meet the following specifications: a range of 0-125 knots; an accuracy
of plus or minus 2 knots or plus or minus 5 percent of the range,
whichever is greater; a resolution of 0.1 knot; a distance constant
(Distance Constant equals Time (to reach 63 percent of new wind speed)
times Wind Speed) less than or equal to 30 feet; and a starting
threshold less than or equal to 2 knots. The wind direction portion of
the wind system shall at a minimum meet the following specifications:
an accuracy of plus or minus 5 degrees at wind speed of greater than
or equal to 5 knots; a delay distance (Delay Distance equals Time (to
reach 50 percent of new displacement) times Wind Speed) less than or
equal to 12 feet; a resolution (0 to 359 degrees) to the nearest
degree, and a dead band (Dead Band times transition point of
potentiometer where no voltage is present or discontinuity indicated in
wind direction output) with a maximum of 5 degrees. A ground-based
sensor shall be capable of performing over a temperature range of minus
60F to plus 120F. The sensor shall be capable of performing under
environmental conditions including freezing rain, freezing drizzle,
snow, and pollutants. The sensor shall have a simple alignment to true
north. The sensor shall not require preventive maintenance less than
90 days. The mean time between failures shall be less than or equal to
30,000 hours. The mean time to repair shall be less than or equal to
30 minutes. The Government is planning to test selected wind systems in
the summer of 1995. Responsive vendors shall request a copy of the
complete statement of work from the contact person no later than two
