Revenue Service intends to procure on a sole source basis from
Electronic Data Systems (EDS) Corporation of Herndon, VA, support
services required to continue development, under stringent timeframes,
of the Electronic Fraud Detection System (EFDS). This system accesses
all electronically filed returns that have been scored (i.e.,
identified) for potential fraud by the Electronic Filing System (EFS).
These services are required for approximately a one year period
beginning May 1995. An option for one additional year of software
maintenance support will also be required. This effort is a follow-on
to work currently being performed by EDS under an interagency agreement
with the Department of the Army, which is approaching conclusion and is
not available for further use. Expertise in and a thorough working
knowledge of the following areas is required: (a) Joint Application
Manager (JAM) and ''C'' programming languages, both in conversion of
existing code and creation of new code; (b) SYBASE database software
system and its conversion from version 4.9 to 10.x; (c) On-site
software support at IRS' ten Service Centers nationwide; (d) Software
conversion support from Pyramid MIS-4ES to Pyramid Nile minicomputers;
(e) IRS' EFDS, EFS, and the Integrated Data Retrieval System (IDRS);
(f) Department of Treasury's Treasury Enforcement Compliance System;
and, (g) IRS' Software Development Life Cycle (SDLC) requirements. In
addition to the above, services will also include training,
installation, and maintenance support. All responsible sources who can
provide equivalent products shall submit written responses which shall
include: (1) price(s), FOB destination; (2) a description of the
software offered in sufficient technical detail to show compatibility
and permit a technical evaluation; (3) a POC (name and telephone
number); (4) GSA Contract Number if applicable; (5) delivery date; (6)
business size; and (7) payment terms. All questions must be submitted
in writing. Responses must be received within 15 calendar days after
the date of publication of this notice. No contract award will be made
on the basis of any responses to this notice since the synopsis of
intent to order is not considered a solicitation document. All
responses received will be fully considered subject to technical
