ability to furnish the property described herein are requested to give
written notification (including the telephone number for a point of
contact) to the procuring office above within thirty (30) calendar days
from the date of this synopsis. Salient characteristics: Software
upgrade to existing Infotech Development Inc. LT4X and Delta3D Digital
Elevation Model (DEM) production software; compatible with current
USGS Data General AViion UNIX based workstations (OS ver. 5.4.3) and
486 and pentium PCs running SCO Open Desktop (ver. 3.0.0); capability
to convert DEMs between North American Datum 1927 (NAD27) and North
Americam Datum 1983 (NAD83); ability to read USGS Digital Line Graph
(DLG) from hydrography, hydrology, and transportation categories
directly into the DEM production software to be used in DEM generation;
registration of USGS topographic maps on digitizing table in
NAD27/NAD83 to DEMs such that position collected on map is in correct
location with respect to DEM; capability to use elevation data in
hydrography DLG during DEM generation to assure leveled water bodies
where elevation data are available; ability to display varying colors
between index contours on monitor during elevation tagging of scanned
hypsographic map separates; ability to generate DEMs with elevation
data in integer and floating point formats; capability of producing
DEMs in USGS DEM format. Based on information available at this time,
and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1,
the Government considers the item specified as a sole source from
Infotech Development, Inc., 4421 S.E. 17th Ave., Portland, OR, and
proposes to negotiate a contract with that firm on that basis. However,
should additional sources be identified, they will be considered. Firms
who feel that they can furnish the required item or its functional
equivalent (based upon the criteria specified herein) are invited to
submit in writing an affirmative response to this announcement. An
affirmative response would include literature, brochures and such other
materials which correspond to the required items stated herein. This
information will be evaluated and used to determine if competitive
opportunities exist. Since no solicitation document exists, requests
for such documents without accompanying information will be considered
non-responsive to this request without further consideration. This
notice may represent the Government's only official notice of this
