A -- ADVANCED ELECTRO-OPTICAL SYSTEM (AEOS) LONG WAVE INFRARED (LWIR) IMAGER SOL F29601-95-R-0021 POC Ms Kim M. Reeder, Contract Specialist, AC 505/846-0077 Mr. Mike Vigil, PL/LII, AC 505/846-6202. This announcement will serve as notice that the Air Force Phillips Laboratory, Lasers and Imaging Directorate, Kirtland Air Force Base, New Mexico intends to contract for the analysis, design, fabrication, support planning and design, and on-site installation of the LWIR Imager, as well as the related engineering, software development, system integration, factory and site acceptance testing, and on-site training. The contractor will make use of available technology, without the need to pursue technology development. The contractor will build a complete LWIR Imager, including hardware and software ancillary to its operation and to the acquisition, recording, and processing of its data. The contractor will then install and integrate the sensor at the AEOS facility on Maui, and train designated personnel to operate and maintain the sensor system. Final acceptance of the sensor will take place at the AEOS facility. Contractual effort is contemplated to be a twenty-three month period of performance under a Cost type (Cost Plus Fixed-Fee (CPFF) or Cost Plus Incentive Fee (CPIF)), Completion arrangement. The classification of the contract will be SECRET. Security Clearances will be required. Foreign firms are advised they will not be allowed to participate as the prime contractor. Access to Export-Controlled Data is required on this effort (see 10 U.S.C 140(c)). Offeror must be currently certified and registered by the Defense Logistics Services Center (DLSC), Battle Creek Michigan 49016-3412 (1-800-352-3572) in order to be considered a responsible contractor under this acquisition and to receive export-controlled technical data. Dissemination of export controlled information must be according to the provisions of DoD Directives 5230.24 and 5230.25 and AFR 80-34. Release of the formal RFP will occur on or about 20 March 1995. Interested contractors must indicate whether they qualify as a small business under Standard Industrial Code (SIC) 3826 (Analytical Instruments), with a small business size standard of 500 employees. Also, firms responding are to reference this solicitation number, F29601-95-R-0021, and indicate whether they are, or are not, a small business, 8(a) firm, a socially and economically disadvantaged business, a woman-owned business, an historically black college or university, or a minority institution. Within 15 calendar days from publication, only interested small businesses need include a statement of capabilities to assist the Air Force in making a set-aside decision. Statements of capability submitted in response to the sources sought synopsis dated, 01 November 94, may be supplemented at this time to address any capabilities specific to the LWIR sensor. Based on responses to this announcement, the Air Force reserves the right to set-aside this requirement for small business, small disadvantaged business, 8(a), or historically black colleges and universities or minority institutions. Information submitted in the statements of capability should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed, and any in-house research and development effort, (2) Personnel: Name, professional qualifications and specific experienced of scientists, engineers and technical personnel who may be assigned as principal investigator and/or project officer, (3) Facilities: Availability and description of facilities required to perform in the technical areas under consideration. Include any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information. This statement of capability response will be limited to a maximum of 30 pages excluding resumes. Supplements to previously submitted statements of capability will be limited to a maximum of 15 pages excluding resumes. An ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to address concerns during the proposal development phase of the acquisition.
