Holloman High Speed Test Track (HHSTT) at Holloman Air Force Base New
Mexico conducts tests of weapon systems and their components. The
HHSTT is currently developing a Magnetic Levitation (MagLev) Upgrade
program to achieve reliable test velocities in the hypersonic regime.
A contract for the Mag Lev upgrade was awarded in July 1994, and Phase
I should be completed in September 1995. In Phase I, a prototype wing
and guideway will be fabricated and laboratory tested to verify
computer simulations predicting that the initial design will comply
with the System Specification. The Phase II effort consists of the
following: finalize the design of the magnetic levitation, braking and
propulsion systems and field testing of a prototype wing and guideway,
fabricate and procure all components for the magnetic levitation,
braking, and propulsion systems, install the magnetic levitation,
braking, and propulsion systems at the Holloman High Speed Test Track,
plan and conduct final field acceptance testing to demonstrate the Mag
Lev system meets the performance requirements. The required schedule
for Phase II is 28 months. The Air Force Development Test Center, 46th
Test Group intends to award the Phase II effort by the exercise of Not
To Exceed options on the existing contract with General Atomics, San
Diego, CA. Based of information available at this time, and in
accordance with 10 USC 2304(c)(1), the Government considers Phase II of
the Magnetic Levitation Upgrade Program to be a sole source
acquisition. However, should additional firms be identified, they will
be considered. Companies who feel they can meet the requirements,
based upon the criteria and time frames specified herein, are invited
to submit in writing an affirmative response to this announcement
within 30 days of publication of this notice. For additional technical
