The Environmental Protection Agency's Office of Health and
Environmental Assessment (OHEA) in Washington, DC of the Office of
Research and Development (ORD) is seeking assistance by cooperative
agreements with non-profit or not-for-profit research organizations to
collaborate in research on statistical and biological areas to improve
human health risk assessment for trichloroethylene and
perchloroethylene. Such agreements require a minimum of 5% cost-sharing
by the recipient organization. Collaboration with the EPA researchers
involved in these activities is required (e.g., joint planning and
conduct of most tasks and co-authored publications). Preposals will be
evaluated by expert peer-review panels based on the proposers'
experience with similar research activities, qualifications of the
proposed staff and their understanding of appropriate research
approaches and technologies, the relevancy to the mission of Office of
Health and Environmental Assessment and feasibility of the proposed
working arrangement with EPA staff. The applicant's proposed budget
will also be considered in the selection process. A quality assurance
narrative statement will be required as part of the final proposal.
Multiple cooperative agreements to accommodate the research area
described above may be awarded. EPA/OHEA's annual share of the
resources for this research is expected to be no more than $300,000 for
each of three years and could be substantially less, depending on the
availability of funds. Statutory authority for these cooperative
agreements is found in the Comprehensive Environmental Response,
Compensation, and Liability Act, as amended. The proposed work may also
be supported by the Strategic Environmental Research and Development
Program (SERDP). Interested applicants must be eligible to receive
Federal Assistance under the Code of Federal Regulations (CFR) Part 30,
General Regulations for Assistance Programs, and Part 40, Research and
Demonstration Grants. Additional technical instructions and
