Specialist, Katherine Atkins, 205-895-1163. SCOPE/BACKGROUND. The U.S.
Army Engineer Division, Huntsville (CEHND) has a requirement for
furnishing telephone service for the Directorate of Chemical
Demilitarization at its Anniston Resident Office, Anniston Alabama. It
is anticipated that the action will be processed on a sole source
basis with BellSouth Telecommunications, Inc., Birmingham, AL. The
requirement is for dial tone from the central office to the Anniston
Resident Office for communications with the Comdial ExecuTech Model
1432B Hybrid/key Telephone System which has been installed at the site.
Twenty Analog ESSX lines and two ISDN ESSX Basic Rates Access lines are
required. Six Analog ESSX lines will provide multiple data
communications functions such as FAX lines, Backup lines for CETAL
access, Word Perfect Office dial-in/dial-out lines, TCP/IP file
transfer dial-in/dial-out lines, and for Backup LAN Communications
lines. They will not go through the ComDial Tech. Fourteen Analog ESSX
lines are required and will be used in conjunction with the
ComDialTech Model 1432B Hybric/key Telephone system. These 14 lines
will act as trunk lines to provide the users voice communications in
and out of the Hybrid/key system for both local and long distance
calling. The following basic service features and/or components are
required to meet the requirements outlined above for the twenty analog
lines: 1)Direct Inward Dialing (DID) and Direct Outward Dialing (DOD)
of local exchange and long distance message network calls to and from
stations of a subscriber's system; 2)Intercommunication calls between
stations of the same subscriber's system; 3)Identified Outward Dialing
(IOD), by station number of outgoing long distance message calls dialed
by a station; 4)Common recorded announcement interception of calls to
unassigned station numbers; 5)Provide access to the FTS2000 Network for
long distance calling service to and from the Anniston site; 6)Provide
access to commercial service for long distance calling service for
those requirements which cannot be satisfied or met under the FTS2000
Network service. One ISDN line is to provide high speed data
communications for LAN Network connectivity (LAN-to-LAN) between the
Anniston office and Huntsville Division; the second ISDN line is
required to provide high speed video communications between the
Anniston office and Huntsville Division. The following basic service
features are required for the ISDN lines: 1)ISDN Basic Rate Access to
support one or two Kbps (B) channels and one 16 kbps (D) channel at the
service delivery point; 2)B Channel circuit switched services for up to
64 Kbps intraoffice transmission of voice and data; this option permits
the customer to utilize either circuit voice or data paths on a per
call selection basis. This is not a request for proposals. However, any
firm which can meet the requirement is requested to submit, in writing,
an affirmative response which should include applicable pricing and any
additional information indicating bona fide ability to meet this
specific requirement. Responses should be furnished by 21 March 1995.
Response should include business size; standard industrial code for
this action is 3661. For purposes of this acquisition, any firm which
employs less than 1000 employees is considered a small business. All
responsible sources may respond to this synopsis, and all such
