All Supplies, Services, And Facilities Provided Shall Be At Least Comparable to Those Provided to Similarly Disabled Students Residing in Muscogee County Who Do NOT Reside on the Military Reservation. Comparability in These Services Shall Include, But Not Be Limited To, The Same Training, Environment, and Accommodations That Any Similarly Disabled Student Would Receive Within The Muscogee County School System. Courses of Instruction, Teacher Qualifications, And Facilities Provided Must Meet or Exceed The Requirements/Standards of The Georgia Quality Basic Educa- tion Act. Teachers Shall Meet Minimum Qualifications Established by The Muscogee County Board of Education. All Facilities Must Be Within a Ten (10) Mile Radius of The Boundary of The Fort Benning Military Reservation. The Government Intends to Award a Firm Fixed-Price Requirements Contract to The Muscogee County School District Without Providing For Full And Open Competition, Based Upon a Sole-Source Determination That Such Specialized Educational Services Are Not Available in Any Other Public or Private Educational System or Institution Within The Above Prescribed 10-Mile Radius.
