Headquarters, U.S. Marine Corps has a requirement to acquire a clinical training and evaluation program in support of its drug and alcohol abuse treatment program preferably on the preceptorship model. This requirement is for Fiscal Year 96 with three (3) one (l) year options for FY97, 98, and 99. The program will consist of (1) improving the counseling skills of our service delivery system; (2) enhancing the quality of our service delivery system; (3) providing professional supervision; (4) assuring continuity of care; and (5) preparing all substance abuse counselors for certification by the Navy Drug and Alcohol Counselor School. The contractor shall provide a consistent, high quality substance abuse counselor skills development program throughout the Marine Corps, which adopts the relevant aspects of the existing preceptorship model for individual and small group clinical supervision. The program will be conducted at the major Marine Corps command treatment centers in the CONUS, Japan, and Hawaii. Interested offerors may request in writing, a copy of solicitation M00027-95-R-0009.
