Busch, 202-205-5488 58-The U.S. Information Agency intends to negotiate on a non-competitive basis under the authority of 41 USC 253 (c) (1) with The Grass Valley Group, 12520 Prosperity Drive, Silver Spring, MD., to procure a series 7000 Audio/Video signal routing system, also known as a signal management system. This routing system will be initially configured for 32 input by 32 output switching of one NTSC full motion television signal and two independent audio channels. Sufficient expansion capability must be provided to expanding this routing system to accommodate a minimum of 120 inputs and allow 120 outputs. One X-Y type control panel will be provided with this system. Alternate sources must have equivalent functionality and performance characteristics of the Grass Valley Group series 7000 signal management system. The salient characteristics of the Grass Valley Group series 7000 signal management system are as follows: (1) The system architecture allows for intermixing and concurrent operation of both analog and digital switching matrices in a single matrix frame; (2) The system architecture allows for a future change from analog to video switching matrix cards without any disassembly of the matrix frame, requirement to power down the system, physical breakage or otherwise re-routing of signal paths for modules not being changed, and requires no mechanical changes or modifications to accommodate the replacement of analog matrix cards with digital matrix cards.
