OFFICER. Toxicology Research - SSS PKR 95-04. Qualified sources are
being sought for professional toxicology services in support of the
Toxicology Division, Armstrong Laboratory, Wright-Patterson AFB, OH,
which conducts a broad spectrum of scientific research designed to
quantitate safe exposure levels for chemicals. The successful offeror
will be teaming with the Army, Navy, and Air Force (triservice) to
design and perform research to assess pharmacokinetics, local and
systemic effects, and mechanisms of toxicity for chemicals chosen by
the tri-service. Acquiring information about the deleterious
interaction of chemicals with living organisms requires a step-wise
application of specific scientific processes to gather data. The
information obtained is used either to answer the questions posed or to
design the experiments necessary to generate those answers. The
research efforts will include descriptive/general toxicology,
mechanistic toxicology (toxicokinetics, mechanism of action and
toxicodynamics), and predictive toxicology (parameter determination,
model development and model validation). Studies will range from
short-term pharmacokinetic investigations to lifetime carcinogenic
bioassays and will include oral, inhalation, and dermal exposures.
Development and application of computer modeling techniques and
alternatives, such as invitro screening (cell culture, liver slice,
etc.), will be necessary to provide an accurate and responsive chemical
hazard assessment capability. Post-doctoral level experience in the
areas of toxicology, pharmacology, physiology, pharmacokinetics,
physiologically-based modeling, analytical chemistry, biochemistry and
inhalation/aerosal engineering is required to advance the
state-of-the-art. Research support functions that are anticipated
include safety/quality assurance, logistics, archives, fabrication,
tech editing, computer system management and related technical areas to
support the scientific staff in accomplishing the objectives of the
research projects. A cost-reimbursement contract is contemplated for
this effort with an anticipated baseline level of effort at 87,000
hrs/yr. Additional level of effort, generally short term, may be
required to support unforeseen surges in project workload (up to 27,000
hrs/yr). The period of performance is contemplated to be 60 months. A
Security Clearance WILL NOT be required in performance of this work.

An Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or Contracting Officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
