Griffin (916) 622-5061. The USDA Forest Service intends to procure
professional architectural, engineering, and interpretive design
services for rehabilitation of the Stream Profile Chamber interpretive
facility at South Lake Tahoe, CA. Work includes, but is not limited to
conceptual design alternatives, design of exhibitry, development and
final design services, construction contract drawings, cost estimating,
and construction specifications. The interpretive design work shall
include designs integrating the Stream Profile Chamber ``exhibit'' with
indoor exhibits, a space of approximately 1,500 square feet. The
construction documents shall be developed in a manner to include
building rehabilitation and modifications, stream profile chamber
``exhibit'' modifications, and the design of interpretive exhibits.
Estimate of Final construction cost is between $250,000 and $500,000.
In evaluating submittals, the following criteria will be applied in
relative order with criteria 1-4 being of equal value and criteria 5 &
6 being of lesser value.: (1) Professional qualifications of the firm
to include architectural, structural & acoustical engineering, site
design, and interpretive master planning and design disciplines. Firm
must have architect license for the State of California. (2)
Specialized experience and technical competence including: the creative
use of various architectural and interpretive media such as signs,
murals, graphics, photography, interactive exhibits, dioramas, sensory
forms, and lifelike simulations of natural environments; experience on
projects integrating architectural and interpretive elements;
interpretive writing for aquarium, zoo, and interpretive facility
exhibits, publications, and self-guided trails; experience in research,
design, development, and fabrication relating to outdoor aquariums and
zoos; experience utilizing universal media design to address ADA
responsibilities for people with disabilities (mobility, site impaired,
low vision, cognitive, developmental, etc.); experience in integrated
visitor facility, and environmental exhibitry design and curatorial.
Experience involving comprehensive, innovative technical design
solutions for comparable projects which included design of simulated
and natural environments, and interactive exhibitry. Materials clearly
demonstrating the ability to produce projects of similar scope and
complexity shall be submitted. Provide a minimum of three client
references and current telephone numbers. (3) Past performance of key
team members on similar scale zoo, aquarium, and interpretive exhibit
and facility designs in terms of cost control, quality of work, meeting
schedules, and cost estimating. (4) Experience and qualifications of
key personnel (interpretive specialist, exhibit designer, architect,
landscape architect) on previous similar projects including:
specialized technical skill relating to aquarium, zoo, and interpretive
facility development, project coordination and management skills, and
demonstrated experience in working together as a team. Submittal shall
include a statement of credentials of assigned staff, including the
Project Manager, exhibit designers, writers, artists, architect, and
landscape architect. The submittal shall include experience of the
Project Manager on other Government contracts and show ability to
coordinate entire design effort. Identify key personnel proposed to be
part of the project team, their roles, and estimated percentage of
involvement on project team. (5) Capacity to accomplish work on time.
(6) Computer-assisted design capability and capacity to generate prompt
design modifications and to display for presentation various versions
of design details and alternatives. This is not a RFP; there is no
packge to request. Interested parties are to submit forms SF-254 And
SF-255 to the above address by March 27, 1995 by C.O.B. (4:30 PM).
