D -- COMPUTER BASED INTERACTIVE TRAINING SOL M67854-95-R-3110 DUE 040395 POC Contact Ms. Ellen Simonoff, (703) 784-5822, x246, Contracting Officer. The Marine Corps Systems Command intends to award a sole source contract for Computer Based Interactive Training for the AN/TYQ-23 V1 USMC Tactical Air Operations Module (TAOM) and V2 USAF Modular Control Equipment (MCE) to Litton Data Systems, Agoura Hills, California. The CBITS program will be composed of interactive academic and performance elements which will emulate the command and control functions, and organizational level maintenance of the TAOM/MCE equipment. The training system will contain a tracking mechanism to monitor and report student progress through academic and performance examinations. The effort is comprised of 185 USAF lessons due over 24-months and 200 USMC lessons due concurrently over 30-months with incremental delivery beginning 30 days after contract. The software baseline for all lessons will be the final production TAOM/MCE software warranty version of 10.33 software. Each lesson will be designed to operate on a UNIX workstation (Sun SPARC II with Solaris 1.1f) and IBM-compatible computer (running Windows 3.1). The 325 TRS, Tyndall AFB, ISQT and MCCES Air School TAOM courseware will be updated, validated and incorporated in the lessons and serve as a basis of the academic portion of the lessons. The performance exercises and examinations must be verified and validated on the TAOM/MCE equipment. The contractor must have a thorough understanding of the TAOM/MCE system maintenance and operation including command, control and communications experience in both services. The effort will include studies, additional lessons, update of lessons for production and preplanned product improvements TAOM/MCE configurations. For the following reasons, the Government believes that Litton Data Systems, Agoura Hills, CA, is the only source that can satisfy the requirements: (1) has developed and is currently fielding the TAOM/MCE hardware and software, (2) developed the training material for the ISQT and MCCES courses. (3) is the only location that has MCE and TAOM equipment available and co-located to develop and test lessons for both services -- Government is unable to provide TAOM/MCE to other vendors for lesson development, (4) has current and future configurations of hardware and software, (5) has taught first article, instructor and key personnel, and world-wide, on-site familiarization courses on the TAOM/MCE (6) has available, and the Government is unable to provide other vendors, accurate technical data to include technical orders/manuals, software documentation and hardware modifications to update lesson material from production baseline.
