The Office of Federal Housing Enterprise Oversight (OFHEO) has a requirement to analyze confidential, detailed financial information on the Federal Home Loan Mortgage Corporation (Freddie Mac) and the Federal National Mortgage Association (Fannie Mae) that OFHEO currently possesses and to create a single, consistent set of databases from the numerous, inconsistent databases provided by Freddie Mac and Fannie Mae. It is OFHEO's intention to negotiate this requirement on a basis of other than full and open competition pursuant to the authority of 41 U.S.C. 253(c)(1). The proposed source is Risk Management Technologies (RMT), 2150 Shattuck Avenue, Suite 1025, Berkeley, California 94704. RMT is the only source identified to perform this effort for the following reasons: (1) They are the only organization with extensive experience in creating unified datasets for financial institutions like Freddie Mac and Fannie Mae and (2) They are the only organization with software specifically designed for the task of mapping from multiple financial source databases to multiple financial destination databases. Organizations that determine they meet the specific requirements must furnish detailed information concerning their capabilities. This is not a request for proposals nor a promise to contract. OFHEO will not pay any costs associated with the preparation and submission of organizational data. Responses must be submitted within 15 days of this notice. No solicitation exists. All responses from responsible sources will be fully considered. Information received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive requirement. No additional synopsis will be published. Any RFP will be issued to all qualified firms that respond to this synopsis of intent. (0065)
