This is an economic diversification effort conducted by Westinghouse
Hanford Company for the Department of Energy (DOE), Richland Operations
Office. The goal of this effort is to transfer the DOE facility
described below to commercial use. This supports the Secretary's
commitment that the DOE will ``take an active role in helping the
community diversify its economy and seed the creation of new jobs''.
Westinghouse Hanford Company, Richland, Washington, is accepting shows
of interest from interested parties to lease space in the Fuels and
Materials Examination Facility (FMEF) 427 Building and Fuel Assembly
Area (FAA) 4862 Building or to purchase these buildings (original cost
approx. $200 million). These buildings are located approximately 11
miles north of the city of Richland, Washington. The FMEF/FAA are
situated at the Hanford Site in what is referred to as the 400 Area.
The FMEF was built during the late 1970's and early 1980's as a major
addition to the breeder reactor technology development program to
support the Fast Flux Test Facility (FFTF). The FAA was added in the
mid 1980's and configured to support fuel pin inspection, assembly, and
storage. The DOE has shut down the FFTF (located in the 400 Area) and
all nuclear missions associated with FMEF and FAA have been canceled.
The FMEF and FAA are clean facilities and have not been exposed to
radioactive materials. Both facilities are seismically qualified and
have multiple pass HEPA filtered ventilation systems. The FMEF consists
of a 98 foot high process building with an attached mechanical
equipment wing on the west side and an entry wing on the south side of
the building. The building is divided into six operating floors
consisting of 188,000 square feet of operations space (175 feet x 270
feet) and also extends 35 feet below ground. The building contains
process hot cells including decontamination, non destructive
examination, process, and destructive examination cells. There are many
laboratory, glove box and light fabrication areas throughout the
building. The general facility support systems include: facility
elevators (4), site and facility electrical systems, instrumentation
and alarms, site and facility water supply, site and facility sewer
system, liquid waste retention system, chilled water system, chilled
brine system, normal inert gas supply system, argon supply system,
nitrogen/hydrogen supply system, argon/sulfur hexafluoride supply
system, helium supply system, argon/hydrogen supply system,
helium/hydrogen supply system, process vacuum system, air sampling
vacuum system, compressed air system, cooling water system, closed loop
cooling water system, emergency cooling water system, and nitrogen
recycle system. The FAA (approx. 40,000 square feet) is located along
the southern end of the FMEF Building. The building includes office
space to hold over 100 personnel and light manufacturing space. The FAA
shares common walls on the north with FMEF and on the west with the
FMEF entry wing. The FAA ventilation systems were designed for
encapsulated radioactive material handling. Individual tours and
consultations will be scheduled upon notification. A packet with
additional information will be provided upon request. The term of the
lease can be up to ten (10) years and can include an option for
extension or can be sold out right depending upon the proposed use and
the compatibility with the intent of the site. All responses are due
