Procuring Contracting Officer (PCO), Mark Bennington, (513) 255-
5973/(513) 255-2696(FAX). The Non-Developmental Airlift Aircraft (NDAA)
System Program Office intends to issue a Request for Proposal (RFP) for
full and open competition to acquire aircraft and associated logistics
support no later than 31 Mar 1995. The NDAA program is a designated
DOD Pilot Program under PL 103-355, Federal Acquisition Streamlining
Act (FASA) of 1994. Commercial methods have been used to the maximum
extent possible in procurement of both aircraft and associated
logistics support. A sources sought synopsis was previously issued 24
Mar 1994, extensive market investigation has been conducted with
Industry since that time to include numerous Government/Industry RFP
working group meetings and the issuance of two Draft RFPs on 10 Nov
1994 and 7 Feb 1995, respectively. NDAA program-related information
that has been publicly distributed to date is available on the PIXIS
electronic bulletin board. The Government anticipates awarding two
10-year Firm Fixed Price with Economic Price Adjustment (FFP w/EPA)
contracts to the selected offeror-- one for production of the NDAA
system, including aircraft, training, data, technical manuals and
production-related FFP options, and one for the associated logistics
support and related FFP options. Both the aircraft and logistics
contracts will include a base year of effort plus options for the
remaining nine years of the contract duration. The quantity of
aircraft/associated logistics support to be procured is unknown and
dependent upon a November 1995 C-17/NDAA Integrated Milestone III
Defense Acquisition Board Decision. The RFP is therefore structured to
accommodate a 'range of NDAA buy profiles' which are dependent upon a
specific range of C-17 aircraft buy profiles-- referred to as C-17
breakpoints. The C-17 breakpoints mandate the NDAA proposal structure.
Only one breakpoint will be selected for award as a result of this
source selection, therefore, offerors may propose at any or all
breakpoints and may propose up to two candidate configurations. To
adequately determine the quantity and configuration(s) of candidate
NDAA to propose at each breakpoint, offerors are highly encouraged to
use the Mobility Analysis Support System (MASS). Offerors not
previously registered for access to the MASS are highly encouraged to
do so upon receipt of this notification by immediately contacting the
Contracting Officer. Registration requires a SECRET/NOFORN security
clearance. Offerors that do not attempt to register immediately may
seriously jeopardize their opportunity for access to MASS due to
lengthy security clearance and MASS input/output processing times. The
role of MASS in this acquisition is three-fold: (1) it will provide
your company with the capability to determine the quantity of candidate
aircraft required at each of the breakpoints, (2) it will help your
company optimize its proposal by allowing you to experiment with the
effects of aircraft modifications to assess the overall impact on
airlift fleet effectiveness at each of the breakpoints, and (3) it will
be used by the Government in source selection to evaluate the
effectiveness of your candidate fleet(s) in concert with other Air
Mobility Command (AMC) strategic airlift aircraft. Registered potential
offerors currently have access to MASS and will be afforded access up
to 30 days after release of the RFP. Offers shall submit proposals in
two phases: Volume 2A-1 (MASS/Computer Aided Design (CAD)) and Volume
3 (Relevant Past Performance) shall be submitted to the Contracting
Officer (address to be determined (TBD) as stated in the RFP) 45 days
after release of the RFP (date TBD as stated in the RFP), all remaining
proposal volumes shall be submitted 60 days after release of the RFP
(date TBD as stated in the RFP). The Government may conduct on-site
visits (Expanded Pre-Award Surveys (EPAS)) at each of the offerors
facilities, and their major subcontractor's facilities, to assess
production/rework capabilities. Offerors may be contacted to arrange
for site visits within the same week as Volume 2A-1 proposal submittals
are received. If the EPAS is conducted, site visits should last
approximately 2-3 days and will be conducted by an independent team of
Government personnel. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
