O'Dea, Contracting Officer, Phone: (508)651-4289, Fax: (508)651-5286 The US Army Natick RD&E Center seeks to contract for a quantity of Guided Parafoil Air Drop System - Light (GPADS-L) which is a precision airborne delivery system. Support of the systems will also be required. This item is considered a Non-Developmental Item (NDI). The procedures located at the Department of Defense Federal Acquisition Regulation Supplement (DFARS) 211 for the acquisition of Commercial Items will be followed. Therefore, this Center is interested in obtaining offers for a commercially available precision airborne delivery system with the following capabilities: Ability to be deployed by cargo aircraft at distances as far as 20 kilometers from the proposed impact point; have autonomous guidance that will allow it to independently overcome possible threats and weather contingencies, including winds; capable of delivering its cargo with a precision of 100 meters circular error probable; capability of transporting 750 pounds to 1100 pounds of cargo - a desired goal is 1500 plus pounds; to deliver the cargo in usable condition. The system shall be modifiable to incorporate a government GPS receiver. Critical are demonstrated performance, low cost, and rapid fielding. This list may not be exhaustive. This acquisition is currently planned as follows: First, we plan to acquire 10 systems modified to include the government GPS. Second, the contractor shall furnish engineering and technical support at government test sites, and operator and maintenance training both for the testing of the units and support of the production units (if acquired). Third, if testing is successful, the government plans to acquire 15 systems (possibly as an option) with options for up to another 65 (total option quantities 80 systems). All option units would be modified to include the government GPS. This acquisition is a 100 per cent set aside for small business - size 500 employees. See Note 1.(0066)
