66 -- AUTOMATIC THERMOLUMINESCENT DOSIMETRY READER SOL 52SBNB5C8659 DUE 042195 POC Kathleen Lettofsky (301) 975-6342/C.O.: Ruth Ann Maris The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of 41 USC 253(c)(1). The NIST personnel dosimetry program relies on dosimetry devices supplied by the US Naval Dosimetry Center. These devices are Harshaw brand dosimeters, which have a unique design and there are no other manufacturers who produce readers for the evaluation of these types of dosimeters. Although the Naval Dosimetry Center performs the routine readout of these devices on Navy-owned readers, NIST has a critical need to have on-site readout capability at NIST. The complete evaluation of a radiation dose result requires knowledge of the energy and dose response characteristics of the dosimeter in these specific fields. The Harshaw Model 6600E TLD Reader is required to provide on-site capability to determine these radiation field unique dosimeter response characteristics to which NIST personnel are potentially exposed. It is anticipated to negotiate with the sole manufacturer, Bicron, Inc. of Cleveland, OH, for the following: 1) Harshaw/Bicron Model 6600E Automatic Thermoluminescent Dosimetry (TLD) Reader; 2) Model PL-23688 TLD REMS Software; 3) TLD Cards (Codabar), 3-element TLD-600/700; 4) TLD Cards (Codabar), 2-element TLD-100; 4) TLD cards (Codabar), 2-element TLD-100; and 5) Type 88 TLD card holders for 3-element cards. Delivery is required Freight on Board (FOB) destination, Gaithersburg, MD within 90 days. Interested offerors may identify their interest and capability to respond to the requirements by submitting a capability statement. The capability statement must provide adequate information and qualifications to provide this type of equipment. All of the above must be received for the Government to consider whether to open this requirement for competition. This notice of intent is not a requirement for competitive proposals. However, all ''capability statements'' received within 45 days after date of preparation of this synopsis will be considered by the Government. A solicitation is not available. See Numbered Note 22.
